Bangladesh Telecommunication Regulatory Commission (BTRC) will initiate legal action if Grameenphone does not clear Tk 30.34 billion dues within 21 days.
BTRC chairman Zia Ahmed issued the warning while briefing journalists in his office on Tuesday.
"However, Grameenphone can discuss with us and can visit our office for clarification if they have any doubts or questions about the dues. If they ask for more time, we will consider it," he said.
Stating that the leading telecom operator failed to furnish many information during the audit, the regulatory body chief said, "The company suppressed many information during the audit. We found more than 10 million subscribers about whom Grameenphone did not inform us earlier."
He added if the company had given correct information, the government would have got more taxes.
When asked whether the BTRC would file any case against the telecom company for concealing information, Ahmed said, "We will decide on this issue after holding talks within the Commission."
Currently, audit of another telecom operator Banglalink was going on, he informed.
"Audit in Grameenphone was carried out transparently and the entire process has been documented," he said and ruled out the possibility of dumping the outcome.
He said the revenue from sector had increased since the audits started and that two more auditors would be appointed soon to look into records of two other companies.
Ahmed added that the audits were BTRC's own initiatives and it had no connection with the telecommunications ministry.
A BTRC letter on Monday asked Grameenphone to clear dues — Tk 21.46 billion of BTRC fees and Tk 8.87-billion revenue due to the National Board of Revenues (NBR). It also asked the company to clear the fees within 21 days of receipt of the notice and the dues to the NBR in 'due time'.
However, the telecom operator's chief communications officer Kazi Monirul Kabir told, ""It's not that we have been asked to pay a penalty."
"There are a lot of financial transactions between BTRC and mobile operators including sharing revenues from international outgoing calls. The letter deals with those issues and seeks to clarify some points," he added.
"The telecom sector has a lot of technical issues. The audit firm may not have understood many of them," Kabir said and added that Grameenphone will respond to the BTRC letter in a few days.
The 11th session of the ninth parliament will start on Oct 20 amid uncertainty on return of main opposition BNP abstaining from the House.
The session is scheduled to start at 4pm.
President Zillur Rahman has summoned parliament into session as per Article 72 (1) of the Constitution, said a press statement of the Parliament Secretariat on Tuesday.
The 10th parliamentary session was prorogued on Aug 25 with a call from speaker M Abdul Hamid to BNP to return. The session that lasted for four days since Aug 18 carried out its business in the absence of the largest opposition.
The ninth parliament began its journey on Jan 25, 2009.
BNP last joined the House on March 23 during the eighth session and walked out the same day. It has been abstaining on the ground of not having 'congenial atmosphere' in the House.

A maiden as a symbol of virgin Goddess Durga is worshipped during the ritual of `Kumari Puja' on the eighth lunar day, or the 'Maha Asthami' day.
The crowned goddess was placed on her throne at 11am. The devotees hailed the symbolic deity with cries of "Jay Devi Kumari!"
Sixteen ingredients comprise the complete ritual of the Puja, five of which—fire, water, fabric, flowers, and air—were offered to the goddess.
The goddess was treated with devotion and respect during the evening prayer.
The students of Dhaka Ram Krishna Mission said to recognise the 'mother' in every woman is the purpose of this ritual. Any maiden aged between one and 16 could be worshiped as `Kumari', according to Hindu traditions.
Priest of the Mission Amol Maharaj said, "A six-year-old maiden was selected to be the symbolic goddess this year."
People started flocking in the Mission as the maiden goddess took the posture of the goddess. Later people queued up to receive 'Maha Prasad'.
The 'Bihita Puja' of Maha Ashtami commenced early in the morning, while the 'Shandhi Puja' takes place in the evening.
The Shandhi Puja is the final part where the 'asuras' (demons) surrenders to the goddess.
Jamaat-e-Islami leader Delwar Hossain Sayedee facing charges of crimes against humanity during the 1971 independence war has been indicted by the International Crimes Tribunal (ICT).
The tribunal framed the charges on Monday after Sayedee was produced before the three-member panel of judges around 10:30am amid tight security.
The trial will start from Oct 30, the tribunal announced.
Describing the 4,000-page charge-sheet placed against him as 'untrue', Sayedee denied the charges.
The prosecutors brought 31 accusations against the Jamaat leader, based on which 20 charges were framed by the court.
Sayedee's lawyer Tajul Islam also claimed that the procedure to frame charges was 'baseless'.
The prosecution team present in the court included ICT prosecution chief Golam Arif Tipu, prosecutors Syed Rezaur Rahman and Ziad Al Malum and state prosecutor in the case Syed Haider Ali.
The defence team consisted of Tajul Islam and Tanvir Ahmed Al Amin.
Earlier, a prison van carrying Sayedee from the Dhaka Central Jail reached the tribunal located in the old High Court building at Kazi Nazrul Islam Avenue around 9:45am.
While framing charges, the tribunal specifically pointed out 20 incidents after narrating the contexts behind the liberation war and its history and said the report dubbed Sayedee as a member of the Rajakar forces.
Charges against Sayedee, who was known as 'Deilla Razakar' in his area during the war, relate to involvement in killing of more that 3,000 unarmed people, rape of more than nine women, arson, forcing Hindus to convert their religion, looting and other crimes against humanity. The crimes were committed in Pirojpur's Mohakuma area.
When the charges were being read out in English, Sayedee's lawyer Tajul Islam stood up and urged the court to have them read out in Bengali. But Sayedee, who was in the dock, said, "I can understand what is being said. Please continue."
After the charges were read out, the court asked Sayedee whether he was guilty of these charges. In response, the Jamaat leader said, "I will to talk to my lawyer."
After the court informed Sayedee that he could not consult his lawyer at that time, the Jamaat leader asked permission to give a speech which the court granted. In the eight-minute speech that followed, Sayedee said that the charges were not true.
The court then framed the charges and fixed Oct 30 for starting the trial. It also asked the prosecution and the defence to submit a list of their witnesses by then.
However, Tajul Islam said, "It is not possible for the defence to finish its preparations at such short notice. The investigations have gone on for a year after Sayedee was arrested. Before the arrest, it went on for another six months. It is not possible to prepare defence for all that in just 27 days."
He also called for a review of the indictment, in response to which the tribunal asked him to submit a petition in this regard in the next hearing.
Following the indictment, tribunal's chief prosecutor Golam Arif Tipu told bdnews24.com, "Through this, the official trial has kicked off. This in itself is big news. We had been avidly waiting for this."
Arguments by the defence and the prosecution on whether the indictment should take place were held during Sep 21-27. It fixed date for the indictment on Oct 3.
Talking to reporters, ICT registrar Shahinoor Islam later said Sayedee got every opportunity in line with law before he was indicted.
"Everything has been done impartially, after giving both sides sufficient and proper opportunities. There will be no difference in the future as well," he said.
"Frame charges against anyone doesn't mean that the person has been declared guilty. The defence will be there to defend the accused with his arguments and relevant jurisprudential processes during the trial.
"At this stage, the tribunal thinks preliminarily that the crimes, charged under the Article 3(2) of the 1973 law [International War Crimes (Tribunal) Act, 1973], had been committed at the mentioned time, place and way, and it is believed that the charged person had been involved with the crimes," the ICT registrar explained.
Sayedee is the first man facing formal trial among the five Jamaat leaders and two others from BNP facing similar charges.
Sayedee was arrested on July 30 last year. Apart from him, Jamaat chief Matiur Rahman Nizami, secretary-general Ali Ahsan Mohammad Mojaheed and assistant secretaries general Mohammad Kamaruzzaman and Abdul Quader Molla have been arrested on war crimes charges.
Senior BNP leader Salahuddin Quader Chowdhury and Abdul Alim, a minister in Ziaur Rahman's cabinet, have also been arrested on similar charges.
Of the seven Jamaat and BNP leaders facing the war crimes charges, Alim is on conditional bail while the remaining six are behind bars.
The local administration authorities have banned gatherings at and around Jamalpur town's Singhajani Boys High School ground after two units of Jatiyabadi Mohila Dal, the women's wing of the main opposition party, called for meetings there.
Akhter Jahan Moni, former joint secretary of the wing's district unit, called for a worker's rally of the city unit at the venue on Tuesday afternoon. The city unit's president, Rokhsana Rahman Hashi, called a counter rally there at the same time.
Additional district magistrate Abdul Karim banned meetings and processions at and around the school after tension rose over the counter programmes, Sadar police chief Mujibur Rahman Majumder told bdnews24.com.
The 24-hour ban will be effective from 10am on Tuesday, he added.
Police have taken position at and around the school premises after the ban was imposed.
১৯৭৫ সালে সিলেটের বিশ্বনাথে জন্ম নেওয়া রুশনারা ব্রিটিশ লেবার পার্টির রাজনীতিবিদ ও ইয়ং ফাউন্ডেশনের সহকারী পরিচালক। ২০১০ সালে বেথনাল গ্রিন অ্যান্ড বাউ থেকে নির্বাচিত সংসদ সদস্য রুশনারা ব্রিটিশ ছায়া মন্ত্রিসভারও সদস্য। তিনি মাত্র সাত বছর বয়সে পরিবারের সঙ্গে পূর্ব লন্ডনে যান। অক্সফোর্ড বিশ্ববিদ্যালয়ের সেন্ট জনস কলেজে দর্শন, রাজনীতি ও অর্থনীতিতে ডিগ্রিধারী রুশনারা আলী জলবায়ু পরিবর্তনের ক্ষতি মোকাবিলায় জনমত গঠনের কাজ করছেন। এ জন্য তিনি গত বছরও ঢাকা সফর করেন। একই উদ্দেশ্যে রবিবার তিনি ঢাকায় এসেছেন। রুশনারা বলেন, 'জলবায়ু পরিবর্তনের প্রভাব মোকাবিলায় উন্নত দেশগুলোকে ক্ষতিপূরণ দিতেই হবে। কারণ জলবায়ু পরিবর্তনের পুরো দোষ তাদেরই। তারা এর মাধ্যমে তাদের বাণিজ্য বাড়িয়েছে, যার সুবিধা তারা এখনো নিচ্ছে। কিন্তু ক্ষতিপূরণ দিতে তারা দীর্ঘসূত্রতা করছে।' বিগত কয়েকটি সম্মেলনে জলবায়ু পরিবর্তন মোকাবিলায় কোনো সিদ্ধান্তে আসা সম্ভব হয়নি বলে খানিকটা হতাশ রুশনারা আশা করেন শীঘ্রই অবস্থার উন্নতি হবে। জলবায়ু পরিবর্তনের প্রভাব মোকাবিলায় বাংলাদেশের ভূমিকার প্রশংসা করে তিনি বলেন, 'এখানে ব্রিটেনকেও নেতৃত্ব দিতে হবে। এ জন্য প্রধানমন্ত্রী ডেভিড ক্যামেরনের ওপর চাপ সৃষ্টি করতে হবে এবং তা করা হচ্ছে।' তিনি বলেন, 'বাংলাদেশ জলবায়ু পরিবর্তনের প্রভাব মোকাবিলায় যথেষ্ট এগিয়েছে।
তবে সচেতনতা আরও বাড়াতে হবে।' বাংলাদেশকে কেমন দেখতে চান, জানতে চাইলে রুশনারা বলেন, 'আমি স্বাধীনতার চার দশক পূর্তির অনুষ্ঠানে পরবর্তী চার দশকের চ্যালেঞ্জ মোকাবিলায় প্রস্তুত বাংলাদেশ দেখতে চাই। আমি মনে করি, বিভিন্ন চ্যালেঞ্জের মুখে থাকলেও বাংলাদেশ শীঘ্রই আরও শক্তিশালী দেশে পরিণত হবে। তবে এটা মাথায় রাখতে বাংলাদেশ স্বাধীনতার প্রথম চলি্লশ বছরে যেসব চ্যালেঞ্জের মোকাবিলা করেছে, পরবর্তী চলি্লশ বছরে আরও বেশি চ্যালেঞ্জ অপেক্ষা করছে। তার জন্য অনেক বেশি প্রস্তুতি প্রয়োজন।' রাজনৈতিক পরিস্থিতিতে উদ্বেগ প্রকাশ করে তিনি বলেন, 'ব্রিটেন সরকারের মতো আমি ও আমার দল বাংলাদেশের রাজনীতি গভীর পর্যবেক্ষণে রেখেছি। তত্ত্বাবধায়ক সরকারব্যবস্থা নিয়ে এখানে বিরোধ চলছে, তবে এ সমস্যা কাটিয়ে ওঠা সম্ভব। আলোচনার মাধ্যমেই সব সমস্যার সমাধান করতে হবে। এটা আমার মনে হয়, দুই নেত্রীও বোঝেন। আমার আশা, তারা এমন কোনো অবস্থার সৃষ্টি করবেন না যাতে সহিংসার সৃষ্টি হয়।' রুশনারার মতে, শুধু ভারত-চীন নয়, পাকিস্তানের সঙ্গেও বাংলাদেশের বাণিজ্য বাড়াতে আঞ্চলিক যোগাযোগব্যবস্থা স্থাপন করা উচিত। সড়কপথ বা পানিপথ, যে কোনো পদ্ধতিতেই এ যোগাযোগ স্থাপন করা সম্ভব। তিনি বলেন, 'আমি ভারত-বাংলাদেশ ট্রানজিট-ট্রান্সশিপমেন্ট বিষয়ে তেমন খবর না রাখলেও আমি বলব পাকিস্তান, চীন, ভারত ও শ্রীলঙ্কার সঙ্গে আঞ্চলিক যোগাযোগের কোনো বিকল্প নেই। এ ক্ষেত্রে সিঙ্গাপুর বাংলাদেশের অন্যতম উদাহরণ।' আঞ্চলিক কূটনীতিতে বাংলাদেশের অবস্থান সুদৃঢ় উল্লেখ করে ব্রিটিশ এমপি বলেন, 'আমেরিকা-ব্রিটেন ও জাপানের অবস্থান অনেক দূরত্বে। কিন্তু বাংলাদেশ দুটি উদীয়মান শক্তির পাশে অবস্থান করছে। জনসংখ্যার ভিত্তিতে অনেক বড় অর্থনীতির দেশ হওয়ার সম্ভাবনা রয়েছে বাংলাদেশের। এ সম্ভাবনা কাজে লাগাতে হবে।' রুশনারা আলী আমলাতান্ত্রিক জটিলতাকে প্রধান বাধা হিসেবে চিহ্নিত করে বলেন, 'বিভিন্ন সময়ে বাংলাদেশে বিদেশি বিনিয়োগ সফল হয় না শুধু আমলাতান্ত্রিক জটিলতার কারণে। অনেক প্রবাসী বাংলাদেশি ও তাদের স্বজনরা বাংলাদেশের বিভিন্ন খাতে বিনিয়োগ করতে এসে দীর্ঘসূত্রতার কবলে পড়েন।' প্রবাসীদের বিনিয়োগের জন্য বিশেষ অর্থনৈতিক এলাকা গড়ে তোলার আহ্বান জানিয়ে রুশনারা বলেন, 'আমার দল ও ব্রিটেন সরকারের পক্ষ থেকে আমরা বাংলাদেশ সরকারকে প্রস্তাব দিয়েছি। একজন বাংলাদেশি হিসেবে আমি মনে করি, প্রবাসী বাংলাদেশিদের এ সুযোগ দেওয়া উচিত, তাতে বাংলাদেশরই লাভ।' ব্রিটেনে বসবাসরত বাংলাদেশিদের স্বার্থরক্ষায় কী অবদান রাখছেন, জানতে চাইলে তিনি বলেন, 'আমি নিজে ছোটবেলায় ব্রিটেনে গিয়েছি। সে কারণে আমি বুঝি একজন অভিবাসীর কী কী সমস্যা হয়। কিছুদিন আগেও ব্রিটিশ সরকারি সংস্থার জেরার মুখে যখন তখন পড়তে হতো অভিবাসীদের। এ অবস্থার উন্নতি হয়েছে। এ জন্য আমি আমার পার্টির মাধ্যমে সরকারের ওপর চাপ সৃষ্টিতে সক্ষম হয়েছি। এ ছাড়া আমি বাংলাদেশিদের জমিসংক্রান্ত অধিকার প্রতিষ্ঠায় কাজ করছি।'
কমিশন সূত্র জানায়, বাংলাদেশ ব্যাংকের ক্রেডিট ইনফরমেশন ব্যুরো (সিআইবি) এবং সংশ্লিষ্ট আর্থিক ব্যাংক ও প্রতিষ্ঠান থেকে রিটার্নিং অফিসারের কাছে ঋণখেলাপির তালিকা সরবরাহের অনুরোধ জানিয়ে চিঠি দেওয়া হয়েছে। সংশ্লিষ্ট প্রতিষ্ঠান তালিকা সরবরাহের পর সে অনুযায়ী রিটার্নিং অফিসার একজন প্রার্থীর ঋণ খেলাপের তথ্য সম্পর্কে নিশ্চিত হয়ে মনোনয়নপত্র অবৈধ ঘোষণা করেন। কমিশন-সচিব স্বাক্ষরিত চিঠি বাংলাদেশ ব্যাংক গভর্নর ও অর্থ বিভাগের সচিব বরাবর পাঠানো হয়।
স্থানীয় সরকার (সিটি করপোরেশন) আইন-২০০৯ এর ধারা ২৬(২) অনুযায়ী কোনো ব্যক্তি মেয়র বা কাউন্সিলর পদে নির্বাচিত হওয়ার অযোগ্য হবেন, যদি তিনি (মেয়র ও কাউন্সিলর) ঋণখেলাপি হন। এমনকি নির্বাচনী তফসিল ঘোষণার আগে যদি খেলাপি ব্যক্তি ঋণ রি-শিডিউল না করেন, তাহলেও তিনি অযোগ্য হবেন। এদিকে, নারায়ণগঞ্জ সিটি করপোরেশন এলাকায় দায়িত্বরত কোনো কর্মকর্তাকে কমিশনকে না জানিয়ে বদলি এবং সরকারি অনুদান ও উন্নয়নমূলক কোনো প্রকল্প ছাড় না করতে বিশেষ তাগাদা দিয়ে সাতটি মন্ত্রণালয়ের সচিব বরাবর পৃথক চিঠি পাঠিয়েছে কমিশন। প্রকল্প বা অনুদানসংশ্লিষ্ট মন্ত্রণালয় হচ্ছে_ স্থানীয় সরকার, পল্লী উন্নয়ন ও সমবায় মন্ত্রণালয় (এলজিইডি), খাদ্য মন্ত্রণালয়, ত্রাণ ও দুর্যোগ ব্যবস্থাপনা মন্ত্রণালয়, মহিলা ও শিশুবিষয়ক মন্ত্রণালয়, রেডক্রিসেন্ট, অর্থ মন্ত্রণালয় ও সংস্থাপন মন্ত্রণালয়। এ ছাড়াও মন্ত্রিপরিষদ বিভাগে নির্বাচনপূর্ব সময় থেকে ভোট গ্রহণের দিন পর্যন্ত সময়ের মধ্যে সংশ্লিষ্ট নির্বাচনী এলাকার কোনো কর্মকর্তাকে কমিশনকে না জানিয়ে অপসারণ কিংবা বদলি না করতে চিঠি দেওয়া হয়েছে। এ বিষয়ে নির্বাচন কমিশনার ব্রিগেডিয়ার জেনারেল (অব.) এম সাখাওয়াত হোসেন গতকাল বাংলাদেশ প্রতিদিনকে বলেন, তফসিল ঘোষিত এলাকায় এখন থেকে কোনো ধরনের উন্নয়নমূলক কার্যক্রম বা কোনো প্রকল্প গ্রহণ ও কমিশনকে অবহিত না করে কোনো কর্মকর্তাকে বদলি করা যাবে না। এ-সংক্রান্ত চিঠি সংশ্লিষ্ট মন্ত্রণালয়গুলোতে পাঠানো হয়েছে।
বর্তমানে ঢাকা শহরে ট্রাকে চাল ও আটা বিক্রির জন্য ৩৩০ জন ডিলার রয়েছেন। একজন ডিলার প্রতিদিন তিন টন চাল তুলতে পারেন। প্রধান রেশনিং কর্মকর্তার দেওয়া তথ্য অনুযায়ী_ মহানগীরতে প্রতিদিন ২০০ ট্রাকে ৬০০ টন চাল বিক্রি করা হয়। প্রতি কেজির দাম সাড়ে ২২ টাকা। মিরপুর এক নম্বর সেকশনের মাজারের সামনে গতকাল চাল বিক্রি করেন ডিলার আবুল বাশার। সকাল সাড়ে ৯টার দিকে মানু মিয়া নামে মাজার বস্তির এক বাসিন্দা সেখান থেকে ১১২ টাকা ৫০ পয়সা দিয়ে পাঁচ কেজি চাল কেনেন। পরে পাশের এক মুদি দোকানে ওজন করে দেখেন চার কেজি ৬০০ গ্রাম। একইভাবে সকাল পৌনে ১০টায় কাদের নামে আরেক ব্যক্তি পাঁচ কেজি চাল কেনার পর মেপে দেখেন চার কেজি ৬০০ গ্রাম। দুপুর ১২টার দিকে চানখাঁরপুল এলাীকায় গিয়ে দেখা যায়, লাইন দিয়ে মানুষ চাল কিনছে। কুলসুম বিবি পাঁচ কেজি চাল কেনার পর মেপে দেখেন ওজনে কম। সেখানে উপস্থিত খাদ্য বিভাগের পরিদর্শক আবদুল মান্নানকে জানানো হলে তিনি ডিলারের কর্মচারী রফিককে বকা দিয়ে তাকে সঠিক ওজনে চাল দেন। জানতে চাইলে ঢাকা রেশনিং অফিসের (অঞ্চল-৭) কর্মকর্তা সুলতান মাহমুদ দাবি করেন, 'কোনো ডিলার ওজনে কম দিলে তার বিরুদ্ধে ব্যবস্থা নেওয়া হয়।' কম দেওয়া প্রসঙ্গে ডিলার মোহসিন মিয়া বলেন, 'একজন ডিলারও চোর নয়। আমরা লোকসানের হাত থেকে বাঁচতে ওজনে কম দেই। তিন টন চাল পেতে এরিয়া রেশনিং অফিসে ডিওর জন্য এক হাজার টাকা দিতে হয়। তেজগাঁও কেন্দ্রীয় খাদ্য গুদাম থেকে ডিও দিয়ে চালান ইস্যুর সময় দিতে হয় আরও এক হাজার টাকা। নইলে গুদাম থেকে ওই টাকার চাল কম দেওয়া হয়। গোডাউনের কেয়ারটেকার নেন ৫০০ টাকা। চাল ট্রাকে ওঠানোর সময় লেবারকে দিতে হয় ৪০০ টাকা। ট্রাক মেইন গেট দিয়ে বের হওয়ার সময় গোডাউন পরিদর্শক নেন ৫০ টাকা।
কানিজ আলমাস বলেন, পারসোনা বরাবরই সুন্দরের পক্ষে। একজন নারীর ব্যক্তিগত নিরাপত্তার সঙ্গে কানিজ আলমাস খানের নিরাপত্তাও জড়িত। গত শুক্রবারের ঘটনার উল্লেখ করলে তিনি বলেন, বারডেমের ওই নারী চিকিৎসক পারসোনার পুরনো গ্রাহক। তিনি সেদিন পারসোনায় স্পা করাতে এসে পোশাক বদলাতে গিয়ে চেঞ্জিং রুমের বাইরে অবস্থিত সিসি টিভি ক্যামেরা দেখে সন্দেহ প্রকাশ করেন। তিনি কর্তৃপক্ষের সঙ্গে এ ব্যাপারে কথা বলে ঘটনার সত্যতা না পেয়ে বাসায় গিয়ে ঘটনাটি তার স্বামীকে জানান। পরে ভদ্রমহিলার স্বামী পার্লারে এসে ফুটেজ দেখতে চাইলে পারসোনার কম্পিউটার ইঞ্জিনিয়ার ফুটেজটি তাকে দেওয়ার জন্য পেনড্রাইভ চান। কিন্তু তার সঙ্গে পেনড্রাইভ না থাকায় সেখানে অবস্থিত পুলিশ কর্মকর্তাদের কাছ থেকে পেনড্রাইভ নিয়ে ফুটেজ দিতে চাইলে তিনি উত্তেজিত হয়ে পড়েন এবং বলেন, পারসোনার কর্মীরা ফুটেজগুলো পেনড্রাইভে নিয়েছে। এ ভুল বোঝাবুঝি থেকেই পুরো ঘটনাটি ঘটেছে। কানিজ আলমাস খান বলেন, শুক্রবার পুলিশ এসে তদন্ত করেও কিছু পায়নি। ঘটনাটি সেখানেই শেষ হয়ে যাওয়ার কথা। অথচ তা হয়নি। খোলা জায়গায় যেখানে সবার স্বাভাবিক যাতায়াত রয়েছে সেখানেই সিসি টিভি ক্যামেরা লাগানো হয়েছে। গ্রাহকদের চাহিদা মোতাবেক তাদের মূল্যবান সামগ্রী নিরাপদে রাখতে এবং কর্মীদের কাজ তদারকির জন্যই সিসি টিভি ক্যামেরা চালু করা হয়েছে। সাধারণত বড় ধরনের কোনো অঘটন না ঘটলে ৫-৬ মাসেও সিসি টিভির ফুটেজগুলো রিভিউ করা হয় না। এ ধরনের অভিযোগ পারসোনার সুনামের সঙ্গে সাংঘর্ষিক। এর মাধ্যমে শুধু পারসোনাই নয়, দেশের অন্য পার্লারগুলোর প্রতিও গ্রাহকদের সন্দেহ তৈরি হবে। ফলে এ ব্যবসায় জড়িতদের ক্ষতির সম্মুখীন হওয়ার আশঙ্কা রয়েছে। পারসোনার কার্যক্রম ব্যাখ্যা করে তিনি বলেন, সব কাজ তদারকি করেন নারী কর্মকর্তা ও কর্মচারীরা। প্রতিটি আউটলেটের নারী ইনচার্জই সিসি টিভি ক্যামেরা পর্যবেক্ষণ করেন। ফলে অসৎ উদ্দেশ্যে পারসোনার কর্মীদের সিসি টিভির ফুটেজ ব্যবহার করার কারণ নেই। তাই ভবিষ্যতেও পারসোনাতে সিসি টিভি ক্যামেরার ব্যবহার অব্যাহত থাকবে।
এদিকে গতকাল রাতে পারসোনার প্যাডে পাঠানো এক বিবৃতিতে কানিজ আলমাস খান ও সেবাগ্রহীতার স্বামী ইশতিয়াক আহমেদ বলেন, ঘটনাটি নিছক ভুল বোঝাবুঝির ফল। এই বিষয়টি নিয়ে যাতে আর কোনো প্রকার ভুল বোঝাবুঝির অবকাশ না থাকে সে জন্য সবার কাছে তারা অনুরোধ জানিয়েছেন। গতকাল জনস্বার্থে এই লিগ্যাল নোটিসটি পাঠিয়েছেন ঢাকা জজকোর্টের চার আইনজীবী মাহফুজ হাসান, আরিফুল হক, নুরুজ্জামান ও ইলিয়াস হুসাইন। অন্যদিকে চাঞ্চল্যকর এ বিষয়টি নিয়ে গুলশান বিভাগের অতিরিক্ত উপ-কমিশনার নিজামুল হক মোল্লাকে প্রধান করে তিন সদস্যবিশিষ্ট তদন্ত কমিটি গঠন করা হয়েছে। অন্য সদস্যরা হলেন গুলশান বিভাগের সহকারী কমিশনার (পেট্রল) নুরুল আলম ও সহকারী কমিশনার (প্রশাসন) মিজানুর রহমান। তিন দিনের মধ্যে তদন্ত কমিটি তাদের প্রতিবেদন জমা দেবে। ওই প্রতিবেদনের ওপর ভিত্তি করে পরবর্তী পদক্ষেপ নেবে পুলিশ। এদিকে তদন্তের অগ্রগতি জানতে চেয়ে অতিরিক্ত উপ-কমিশনার নিজামুল হক মোল্লার রহস্যজনক মন্তব্য মিলেছে। তিনি এ প্রতিবেদককে জানান, কানিজ আলমাসের বক্তব্যই তাদের তদন্তকাজকে অনেক সহজ করে দিতে পারে। অভিযোগকারী তো থানায় কোনো অভিযোগ করেননি। এ ক্ষেত্রে পত্রপত্রিকা তো অনেক কিছুই লেখে! পত্রিকা পড়ার মতো তার সময় নেই বলেও জানান তিনি। এদিকে কয়েকজন আইটি এক্সপার্টের সঙ্গে কথা বলে জানা গেছে, হার্ডডিক্সটি পরিবর্তন করা না হলে মুছে ফেলা সব তথ্যই সম্পূর্ণরূপে পুনরুদ্ধার করা সম্ভব। নাম প্রকাশে অনিচ্ছুক পুলিশের কয়েকজন কর্মকর্তা জানিয়েছেন, ভিকটিমের স্বামী ছাড়াও বেশ কয়েকজন কর্মকর্তা ওই ডিক্সের ফুটেজগুলো দেখেছিলেন। এখন সবকিছুই নির্ভর করছে তদন্তসংশ্লিষ্টদের আন্তরিকতার ওপর।
লিগ্যাল নোটিসে যা বলা হয়েছে : 'কানিজ আলমাস খান বিউটি পারলারে রূপচর্চার আড়ালে রূপচর্চার কক্ষগুলোয় গোপনে সিসি ক্যামেরার মাধ্যমে মহিলাদের আপত্তিকর ভিডিওচিত্র ধারণ করে আসছেন, যা জনজীবনে ভীতিকর প্রভাব সৃষ্টি, রাষ্ট্র ও ব্যক্তির ভাবমূর্তি ক্ষুণ্ন করে ধর্মীয় অনুভূতিতে আঘাত করেছে।' নোটিসে আরও উল্লেখ করা হয়েছে, তথ্যপ্রযুক্তি আইন-২০০৬ এর ৬৭ ও ৫৭ ধারায় এ ধরনের অপরাধে ১০ বছর কারাদণ্ড এবং এক কোটি টাকা অর্থদণ্ডের বিধান রয়েছে। একই সঙ্গে কানিজ আলমাস খানসহ সংশ্লিষ্টদের বিরুদ্ধে কেন আইনগত ব্যবস্থা নেওয়ার উদ্যোগ গ্রহণ করা হবে না, তা সাত কার্যদিবসের মধ্যে জানাতে বলা হয়েছে। এ সময়ের মধ্যে জবাব না দিলে জনস্বার্থে কানিজ আলমাস খানসহ সংশ্লিষ্টদের বিরুদ্ধে সরাসরি আইনগত ব্যবস্থা গ্রহণ করা হবে বলে নোটিসে উল্লেখ করা হয়। প্রসঙ্গত, ৩০ সেপ্টেম্বর রাতে একজন শিল্পপতির চিকিৎসক স্ত্রী বনানীর ১১ নম্বর রোডের ৭৬/১ নম্বর ভবনে পারসোনায় স্পা করাতে যান। নিয়মানুযায়ী তিনি সেখানে নির্দিষ্ট কক্ষে পোশাক পরিবর্তনের একপর্যায়ে গোপন ক্যামেরা লক্ষ্য করেন। এ নিয়ে সেখানে ব্যাপক হট্টগোল শুরু হলে গুলশান থানার পুলিশ গোপন ক্যামেরায় ধারণ করা ভিডিওচিত্রসহ কম্পিউটারের হার্ডডিক্স জব্দ করে।
The prosecution has submitted its investigation report against BNP leader Salahuddin Quader Chowdhury for his alleged crimes against humanity during the 1971 liberation war.
The prosecution submitted the report to the International Crimes Tribunal (ICT) on Tuesday and sought one month to formally press charges against him.
Prosecutor Zead Al Malum told journalists, "We have submitted the report and asked for a month for preparations to officially press the charges. The tribunal accepted the plea and set Nov 14 for us to press charges."
On Monday, the agency dealing with the crimes against humanity involving the independence war submitted its report against the BNP leader from Chittagong.
Investigating officer Nurul Islam submitted a 119-page report with around 8,000-page data to the chief prosecutor of the International Crimes Tribunal Gholam Arif Tipu on Monday, in presence of prosecutor Malum.
Salahuddin is the only accused who did not appoint any lawyer in defence. He himself spoke in his defence in court.
On Sunday at a news conference, investigator Nurul Islam said Salahuddin's involvement in 32 specific incidents had been 'proved preliminarily'.
"The crimes he had committed include killing civilians, abduction, rape, torture etc," he said.
"It's proved in primary investigation that he had taken part directly in crimes against humanity [to be charged] under the ICT Rule 3 (2) and genocide under 3 (2) B of the ICT Rule. He had also taken part indirectly in organising and plotting the crimes [to be charged] under the ICT Rule 3 (2) C."
"A list of the murdered people has also been finalised," Nurul said.
Muslim League leader Fazlul Quader Chowdhury's son Salahuddin has been accused of killing Nuton Chandra Singha, the owner of Kundeshwary Aushadhalay (Pharmacy) at Raujan in Chittagong, during in 1971.
He has also been accused of backing genocides during the war.
The investigation agency had appealed to the tribunal on Dec 15 last year to detain Salahuddin, a BNP standing committee member. Within a day of filing the appeal, he had been arrested on the charge of killing one during a general strike by torching a car.
He had been shown arrested for crimes against humanity on Dec 19 last year.
Apart from Salahuddin and Sayedee, Jamaat chief Matiur Rahman Nizami, secretary-general Ali Ahsan Mohammad Mojaheed, assistant secretaries-general Mohammad Kamaruzzaman and Abdul Quader Molla, and former member of BNP founder Ziaur Rahman's cabinet Abdul Alim were arrested for committing crimes against humanity during the Liberation War.
However, Alim was later freed on a conditional bail.
The United States Embassy will remain closed on Thursday and Sunday for Durga Puja and Columbus Day, an American holiday.
This closure also includes the Consular Section and the American Center's Archer K. Blood Library and Student Advising Center, a press release from the embassy said on Tuesday.
Emergency services for American citizens will be available during the closure. They are requested to call the duty officer on 885-5500.
