BSF killed 151 in 3½ yrs: Shahara

India's Border Security Force (BSF) has gunned down 151 Bangladeshi citizens during the incumbent government's tenure, Home Minister Shahara Khatun has told Parliament.

She was replying to a query of Laxmipur-1 MP Nazim Uddin Ahmed on Wednesday.

Shahara said the government had protested border killings at various programmes and flag meetings held between the Border Guard Bangladesh and BSF personnel.

The Home Minister informed the House that a top-level bilateral discussion had taken place with India on Bangladesh government's plea to stop border killings.

She said the Indian government had assured of taking steps to avert such killings.

In response to Chandpur-4 MP Harun-Ur Rashid's query, Shahara said 11 Bangladeshis had been killed and 27 others injured in BSF firing since Jan 1 this year alone.

Dhaka has been criticising and protesting killings of its citizens along the border with India for a long time. Various national and international human rights organisations have also slammed the Indian government for not taking adequate steps to avert the killings.

The Human Rights Watch on Jun 11 said India should investigate fresh allegations of human rights violations by its border forces along its porous border with Bangladesh and urged to prosecute the responsible.

The organisation also urged the Indian government to abide by pledges it had made to bring an end to border killings.

Chittagong deaths approaching 100

At least 94 people have been killed in Chittagong, Cox's Bazar, Bandarban and Sylhet districts due to landslides, house collapses, lightening, electrocution and drowning following heavy torrential rains over the past few days.

Prime Minister Sheikh Hasina gave the account in Parliament on Wednesday.

Of the deceased, 22 were killed in Chittagong, 37 in Cox's Bazar, 33 in Bandarban and 2 in Siyhet.

The Disaster Management and Relief Division of the Ministry of Food and Disaster Management said in a statement on Wednesday afternoon said each of the families of the deceased was provided Tk 20,000.

It said the rescue operation involving volunteers, fire personnel and troops was on-going.

The government has allocated 1,450 metric tonnes of rice and Tk 10 million to feed and help the distressed people, the statement said.

The local administrations in Chittagong, Cox's Bazar, Bandarban, Sylhet and Feni districts have so far distributed 172 metric tonnes of rice and Tk 700,000 among the distressed people in relief from the food storehouses.

Meanwhile, the National Disaster Response Coordination Centre formed by the Ministry of Food and Disaster Management is open from 6am to 12pm to monitor situation and act accordingly.

DGEN keeps gaining

The Dhaka Stock Exchange key index gained 71.95 points around an hour into trading on the week's last business day.

The DSE benchmark index reached 4623.16 points or 1.58 percent higher at 11:30am on Thursday.

Shares and mutual funds worth around Tk 843.77 million changed hands so far with prices of 181 issues advancing, 27 declining and 19 remaining at their opening prices.

The key index reached its peak so far at 4624.20 points around 11:15am.

Around half an hour into the day's trading, the benchmark index gained 38.59 points when it reached 4598.66 points or 1.04 percent higher at 11am.

Shares and mutual funds worth around Tk 423.15 million changed hands by then with prices of 158 issues advancing, 20 declining and 13 remaining at their opening prices

The DSE benchmark index ended Wednesday's trading 150.48 points higher, closing at 4551.21 points or 3.42 percent up. The day's turnover was around Tk 2.78 billion.

The key index had ended 134.05 points higher on Tuesday. It opened the week's trading 12.36 points lower.

The premiere bourse's benchmark index had shed 6.94 percent or 320.55 points last week.

Tax on mobile bill waived, on export cut

Parliament on Wednesday passed finance bill with changes to tax on export and mobile-phone bills that the Prime Minister wanted among other things.

The Finance Minister, AMA Muhith, piloted the bill for the next fiscal, effective from July 1, and it was passed in voice vote.

As many as 213 MPs reviewed the budget for the next fiscal for over 48 hours.

The ceiling on taxable minimum income has been raised to Tk 0.2 million from Tk 0.18 million.

The minimum tax of Tk 3,000 was endorsed by the MPs, barring those from the boycotting opposition, while the Minister withdrew his proposal to impose tax at source on mobile phone bill.

Tax at source on export earning has been reduced to 0.8 percent from proposed 1.2 percent while those who have Tk 0.1 million bank savings do not need any tax identification number (TIN).

Even though the proposed tax hikes at source on exportables did not go through, apparel sector will still have to pay 0.10 percent more in tax at source while the other sectors will have a raise of 0.20 percent.

The garment sector is now paying 0.7 percent tax while 0.6 percent tax is deducted at source from the other export products.

Ten percent tax on profit on life insurance scheme and five percent regulatory duty on CR coil have been withdrawn while aluminium will continue to enjoy tax waiver.

Small businesses with Tk 7 million turnover will continue to enjoy the traditional VAT package system while those beyond the limit would be brought under new VAT collection system.

Small and cottage industries with less than Tk 4 million turnover will get income tax waiver while there would be no duty on importing computer monitor up to 22 inches.

Muhith said undisclosed money can be invested in several sectors in the economy as the government would emphasise more revenue collection.

The revenue target is about Tk 1.17 trillion while the non-tax revenue target is Tk 228.46 billion for the next fiscal.

Muhith admitted that the economy faced a stiff challenge in the first six of the outgoing fiscal but it turned around in the second half.

"We had to resort to excess bank borrowing as we failed to adjust fuel price in due time," he said.

Fluctuation in foreign trade and commodity prices in the international market twined with political stability are the major risks for the economy in the next fiscal, Muhith felt.

"The country is under huge risks as Bangladesh is a low income country with 45 million poor and 70 percent of the economy is exposed to external sector," he said.

Hoping to achieve 7.2 per cent growth in the next fiscal, he said the implementation capacity has increased manifold.

Bangladesh needed soft loan from foreign source and if the aid could be utilised, it would reduce pressure on the economy.

About capital market, Muhith said reforms would bring results by December.

Flight operations resume at Ctg airport

Flights resumed at Shah Amanat International Airport in Chittagong on Thursday morning after a suspension of nearly 37 hours, officials said.

"Our operation resumed around 5am," Airport Manager Squadron Leader Rabiul Islam said.

He said the first flight from Dhaka landed at around 6am and three more flights landed and took off after that.

On Wednesday he said water had receded from the runway and taxiway and hoped flights operation would become normal from Thursday morning.

Flights were suspended around 4:30pm on Tuesday as the runway and taxiway were submerged in knee-deep water due to torrential rains.

Airport Manager Rabiul had said it took time for water to recede as the City Corporation's sewerage management was not good in the airport area.

Judge attacked in London

Unidentified Bengali youths assaulted Justice A H Shamsuddin Chowdhury near his London home on Wednesday, the judge, now on a personal visit to UK, said.

The Supreme Court judge told bdnews24.com that two youths approached him near his home in Becontree, East London, and hit him in his head with a paper file at around 8pm Wednesday (1am Thursday BdST).

"They ran away when I cried for help," Chowdhury told bdnews24.com. "I called police and gave them the car registration number."

Chowdhury said, while he was on his way back home from a nearby gymnasium, a couple of Bengali youths came up to him and sought confirmation of his identity. He said several other youths were waiting in a car apparently to take snaps of the upcoming incident.

He said when he shouted for help, the youths hit him with a file and escaped.

Chowdhury went to the UK on Saturday on a personal visit.

Poverty down to 31.5pc: PM

Prime Minister Sheikh Hasina on Wednesday said the country's poverty has come down to 31.5 percent due to an average 6.2 percent GDP growth over the past three years of Awami League-led government.

She was replying to a query of Comilla-8 MP Nasimul Alam Chowdhury in Parliament.

"GDP has increased by 6.2 percent on an average over the past three years during the incumbent government, per capita income gone up to $848 and poverty rate has come down to 31.5 from 41 percent," she said.

The Prime Minister said the foreign currency reserve also crossed $10-billion mark as remittances inflow had increased by 9.8 percent.

Hasina told the House that GDP grew by 5.7 percent during 2008-2009 fiscal, 6.1 percent during 2009-2010 fiscal and it increased to 6.7 percent during 2010-2011 fiscal.

According to statistics of nine months of the outgoing 2011-2012 fiscal, 6.3 percent GDP growth had been achieved, she informed.

She said per capita income during 2008-2009 fiscal was $676, while it increased to $848 during the outgoing 2011-2012 fiscal.

"The poverty rate (based on headcount) in 2005 was 40.4 percent that came down to 31.5 percent in 2010," she claimed.

During this period, income discrimination ratio also came down significantly, Hasina said.

According to the World Bank, people with a daily average income lesser than $1.25 are considered poor.

ICT-1 proceeding halted as ceiling crashes in

The first war crimes tribunal of Bangladesh adjourned proceedings when a slab of false ceiling crashed on the floor. There were no injuries.

Jamaat-e-Islami leader Delwar Hossain Sayedee's war crimes investigator was at the stand, for the 26th time on Wednesday, when a square slab of hardboard-like material fell close to him.

The slab fell under the weight of water it had presumably soaked due to the past few days of rainfall, said Deputy Registrar Mesbahuddin Ahmed.

The square slab broke into pieces splashing water all around it between the witness stand and the stenographer's table on the left corner of the courtroom's far end adjacent to the raised platform where the judges sit.

This created an immediate commotion in the court and investigation officer ASP Mohammad Helal Uddin, who was facing defence counsel Mizanul Islam's cross-examination for the 26th time, remained at the stand evidently startled.

Prosecutor Syed Haider Ali suggested that the false ceiling be inspected first by relevant personnel and the trial could then continue.

Tribunal Chairman Justice Mohammad Nizamul Huq agreed instantly and adjourned the proceedings.

Earlier, the tribunal allowed an attendant for the ailing Sayedee, who has recently had three new stents inserted into his heart, and according to the defence application, needed the care of an attendant round the clock.

The tribunal then rejected two applications filed by Jamaat chief Matiur Rahman Nizami. The first was relating to a review of Nizami's charges and another requesting transfer of the case, thereby eliminating the need for the tribunal chief's recusal.

Justice Huq said regarding the transfer petition, "This application does not merit any consideration and as such, stands rejected."

ATN Bangla chief Mahfuz sued

A Jubo League leader has filed a defamation suit against private television channel ATN Bangla Chairman Mahfuzur Rahman for making 'derogatory remarks' about Prime Minister Sheikh Hasina.

Emdadul Haque Emdad, a leader of ruling Awami League front's Dhaka Metropolitan unit, filed the case against Mahfuzur Rahman at Chief Metropolitan Magistrate's (CMM) Court on Wednesday.

Metropolitan Magistrate Farhana Ferdous Set Thursday for passing an order in the case after taking it into cognizance.

The ATN chief had passed comments on various issues during his visit to London last month. On May 30, he also said the slain couple Sagar Sarowar-Meherun Runi was a victim of 'extramarital affair'.

Rahman drew flaks from journalists and various quarters who demanded his arrest for the offensive remarks.

The social networking websites were flooded with footage of his speech after another private TV channel Ekushey Television ran a report on Monday.

The footage showed Rahman calling the Prime Minister 'talkative' recalling her comment that "it was not possible for the government to guard anyone's bedroom".

Rahman added Hasina's comment was a 'mistake' usually associated with busy people.

"I am a leader of Juba League's Metropolitcan unit. Mahfuzur Rahman's remarks have not only offended Awami League's highest position holder Sheikh Hasina but also offended me," Emdad told bdnews24.com after filing the case.

When Home Minister Shahara Khatun's attention had been drawn towards Mahfuzur Rahman's remarks against Hasina, she had said, "Action will be taken against ATN owner if he is found to have made derogatory remarks against the Prime Minister."

Landslides kill 13 in Chittagong

At least 13 people were killed in Chittagong city and Banshkhali area in hill-slide on Tuesday due to heavy torrential rains while wall collapse and electrocution killed five more.

Relentless downpour over the past few days forced suspension of flight operations in the afternoon, and snapped rail communication with the rest of the country in the evening. Rough weather also disrupted unloading of goods at the premier port.

Weather office said until 9pm on Tuesday, 462.5 milimetres of rainfall was recorded in Chittagong, submerging almost two-thirds of the port city. Buses and cars were not operating on some roads.

The water started tracing back after around 9pm.

The Hillside

At least eight people died at two places in Khulshi, two at North Pahartoli and three more in Banshkhali area. Apart from them, two others died at the city's Ambagan and Haathazari upazila due to wall collapse.

A hillslide at Yasin Colony in Khulshi area had buried 20 houses in Chittagong. The hill is locally known as Kabarasthhan (Graveyard).

Chittagong Fire Service's Deputy Assistant Director Jasim Uddin confirmed that the landslide happened at 7:30pm on Tuesday at Akbar Shah in Khulshi burying the houses in the neighbourhood Yasin Colony.

Bodies of Shanu, 16, son of Abu Taiyab, 12-year-old Urmi, a woman named Hosna Banu and that of three others including a child were rescued late into the night. Residents believed several others could be buried under the mud but the rescuers could not be specific until the end of their operation for the day.

Rescue operation had begun immediately while troops joined police and fire service later, Jasim Uddin added. Chittagong City Mayor M Manjur Alam, Divisional Commissioner Sirajul Islam Khan and Deputy Commissioner were overseeing the rescue operation.

Rescue operation resumed on Wednesday morning.

As many as 127 people were killed in different incidents of landslide in the port city in only one month, June 2007.

The deceased in Khulshi landslide near Joyontika residential area were identified as Rabeya Begum, 60, Abdul Khaleque, 65, Ramzan Ali, 28, Kulsum Akter, 8, and Masum, 2.

A Fire Service rescuer Zahirul Islam told bdnews24.com that there were four houses at the foot of the hill. All of the residents were buried alive when the hill collapsed.

Several landslides were also reported in other parts of the hilly city as downpour continued for hours since Tuesday morning. One of the reported landslides took place near Sugandha Ekushey Hospital and the other other at Lalkhan Bazar, injuring two.

The district administration has been suggesting people living by the hillside to take shelter in safer places until the weather conditions improve. About 50 families living by hillsides of Biswacolony and Batali Hills were shifted until Tuesday afternoon.

The district administration also dismantled 20 houses.

Assistant Director of the Department of Environment Golam Mohammad Bhuiyan said families living by the hillsides in the city would be evicted gradually.

Banshkhali Police Station Officer-in-Charge Md Shahjahan Khan said three brothers died in a landslide at Jangal Shilkup in Banshkhali.

The dead are Shahidul, 12, Khorshed, 8, and Fatema, 4, all children of Md Minhazur. Locals pulled out their bodies.

Wall collapse

A child, Abul Hossain, 8, died when a wall collapsed on him at Dakkhin Ambagan on Tuesday evening.

A Chittagong Medical College Hospital police outpost constable, Mohammad Sumon Miah, told bdnews24.com that doctors declared the child dead when he was brought to the hospital.

According to Fire Service officials, boundary wall of another house collapsed at OR Nizam Road.

Hathajari Police Station Officer-in-Charge Liakot Ali said a 15-year old girl named Annie died when a wall collapsed at Khondokia Hajiparha in the afternoon.

Electrocution

Three people were electrocuted in Chandgaon residential area and at Akmal Ali Road under Bandar Police Station in the city on Tuesday.

Nurul Islam was electrocuted in his own house on Road No. 12 of Chandgaon residential area at 4pm.

Two more unidentified people were electrocuted at Akmal Ali Road under the same police station.

Officer-in-Charge of Bandar Police Station Nurul Afsar Bhuiyan told bdnews24.com that the duo died at the local Navy Hospital on being rushed there.

Cautionary Signal No. 3

The Patenga Met office has asked Chittagong, Cox's Bazar and Mongla sea ports to display cautionary signal No. 3.

There is disparity in the air pressure at the North Bay of Bengl due to the active state of the monsoon wind, it said. There are chances of stormy winds blowing over the North Bay, adjacent areas and the sea ports.

Fishing boats and trawlers in those areas have been asked to remain close to the coast until further orders.

69 perish as rains wreak havoc

At least 69 people have been killed in various parts of the country due to hillslides, house collapses and electrocution following heavy torrential rains over the past a few days.

Chittagong, Cox's Bazar and Bandarban districts recorded the maximum number of casualties.

Though water started tracing back after a week of downpour in Chittagong, the situation in Bandarban and Cox's Bazar deteriorated on Wednesday.

Rains have resulted in suspension of flight operations and snapped rail communication with the port city since Tuesday.

Chittagong

Hill-slide, wall collapse and electrocution killed at least 18 people in Chittagong on Tuesday.

Bandarban

Bandarban District Commissioner K M Tariqul Islam told bdnews24.com on Wednesday that 24 people were killed on Tuesday night in a hillslide in Faitang area of Lama upazila.

Chairman of Faitong Union Parishad Mohammad Shamsul Alam said part of a hill collapsed on Tuesday night amid heavy downpour over several houses killing at least 24 people.

Officer-in-Charge of Faitong police outpost Abu Bakar said more were still believed to be under the debris. He said rescue efforts had been affected due to bad weather.

Rescuers shovelled out three others and admitted them at the Lama Upazila Health Complex, Lama's Health Inspector Didarul Islam said.

Life in several areas, including Bandarban Sadar, Ruma, Thanchi, Rowangchari, Lama, Alikadam and Naikhyongchari upazilas, has come to a halt as the low-lying areas became waterlogged snapping road communication with the rest of the country.

The DC said the situation deteriorated from Tuesday night as water from continuous downpour over past several days had clogged low-lying areas of Lama, including the residence of Lama Upazila Nirbahi Officer, Upazila Parishad and the market area.

Telecommunication was hit and there was no electricity in the town, he added.

Meanwhile, six people were killed in Naikhyangchharhi's Baishari when a mud house collapsed.

Officer-in-Charge of Naikhyongchari Police Station said six bodies had been recovered from the site.

He could not immediately identify the deceased.

Lama market areas and several other parts of the municipality have been waterlogged due to rain-triggered flash flood.

PDB proposes 57% retail power price hike

State-owned Power Development Board (PDB) has proposed to the energy watchdog to increase the retail electricity tariff by 57 percent per unit (each kilowatt hour).

The PDB also urged Bangladesh Energy Regulatory Commission (BERC) to make the proposed rate effective from July 1.

BERC member Selim Mahmud told bdnews24.com on Monday that the final decision on the power tariff would be made after holding an open meeting and a public hearing.

He also said besides the PDB, four power-distribution companies have proposed a 55 percent increase per unit on average in the retail power tariff.

The companies are Dhaka Power Distribution Company Ltd (DPDC), Dhaka Electric Supply Company Ltd (DESCO), Rural Electrification Board (REB) and West Zone Power Distribution Company Limited (WZOPDCO).

On June 6, the PDB proposed to the BERC to raise electricity tariff at bulk level by 50 percent per unit. The PDB officials had said at the time that the retail power tariff needed a 30 percent raise.

The PDB in the latest proposal asked the BERC to fix the outer limit bar for lifeline tariff or compulsory minimum charge for residential consumers from 100 units to 60 units to tide over government's losses.

Bulk and retail power prices were hiked only on Mar 29 by Tk 0.28 and Tk 0.30 per unit respectively with teroactive effect from Mar 1.

Both the bulk and retail power tariffs have been increased twice this year.

State-run Bangladesh Oil, Gas and Mineral Corporation (Petrobangla) on May 24 wrote to the energy watchdog to increase gas prices, except at the domestic consumer level.

JP MP for review of bank interest tax

Jatiya Party MP Anisul Islam Mahmud urged the Finance Minister to reconsider proposals to impose tax at source on bank interest and not to increase minimum income tax ceiling to Tk 3,000 from Tk 2,000.

The former Fooreign Minister was reviewing the budget for the next fiscal in Parliament Monday.

Mahmud proposed that source of income should be disclosed when when tax evaders whiten their money.

The government should mobilise foreign assistance to reduce pressure on bank borrowing as there is $16 billion foreign aid in the pipeline, he added.

About export tax at source, he said it should be retained at existing 0.6 percent instead of the proposed 1.2 percent.

Budget will deepen economic crisis: BNP

The proposed Tk 1.917-trillion national budget for 2012-13 fiscal will deepen economic crisis and discrimination between rich and poor, BNP has said.

BNP Standing Committee Member M K Anwar came up with the party's formal reaction to the proposed budget at a press conference at party chairperson's political office in Gulshan on Monday.

He also said that the budget proposals highlighted hopes and aspirations for masses, but it did not mention any specific way for their implementation.

"None of the government's targets will be achieved [in the proposed budget]. As a result, the discrimination between the poor and rich will deepen further. The inflation will also not come down."

On June 7, Finance Minister AMA Muhith placed the budget in parliament for the next fiscal projecting a 7.2 percent GDP growth amid the boycott by the opposition. The proposed budget is scheduled to be passed on June 28.

A former agriculture minister himself, Anwar termed corruption and lack of good governance as main obstacles to development.

He said though the size of the budget is not too big compared to the necessity of the country, it would be very difficult to implement it due to its poor ability to finance, incompetent administration and lack of political goodwill.

He stressed the need for political stability for implementation of the budget and overcome the economic challenges.

'Politics of conflict' baffles German minister

Bangladesh's politics of conflict is beyond comprehension, visiting German Foreign Minister Guido Westerwelle said as he met the members of civil society to get first-hand information on the state of governance in the country.

He arrived on Saturday morning on a two-day maiden visit to Bangladesh.

Westerwelle's visit comes at a time when the ruling Awami League and opposition BNP have locked horns over which government would oversee the next general elections.

The visit marked 40 years of diplomatic relations between the two countries.

"Why this conflict?" he was quoted to have asked by Dr Iftekharuzzaman, Executive Director of Transparency International Bangladesh (TIB), after the meeting.

Iftekharuzzaman told bdnews24.com that the minister said: "We don't understand why this conflict! We have competitive relations with the oppositions in Europe, but here (in Bangladesh) it is different."

"We told him that here political conflict is mainly personality based. Politics and businesses are linked. So politics works as a tool to make money," he said.

Dr Muhammad Ibrahim, Executive Director of Centre for Mass Education in Science and younger brother of Nobel Laureate Muhammad Yunus, and D Rozario of Christian charity Caritas joined Iftekharuzzaman during the meeting.

Iftekharuzzaman said governance in the country and the work of civil society dominated their 30-min talks.

They told the minister that the problem centering the caretaker government issue would be resolved at one stage.

Iftekharuzzaman said, "We told him (Westerwelle) the political parties would agree each other at one stage and the elections would be held with the participation of all."

The German minister also wanted to know whether civil society and media were facing challenges to carry out their jobs.

"We told him as civil society and media criticise government's activities, they fo face challenges."

Iftekharuzzaman said they also told the minister that Bangladesh had all the institutions to practise democratic governance. "We have all hardware, but we don't have software," he said referring to the politics of conflict and corruption in the country.

When asked, the TIB Executive Director said they did not discuss the issue of Grameen Bank and Dr Yunus.

"We even did not even utter the name of Grameen Bank and Muhammad Yunus during the talks," he said.

After his arrival, the German minister at a joint press conference with his counterpart Dipu Moni said he wanted to have first-hand information about the political situation in Bangladesh.

"I am not here to give any lessons," he had said.

The minister, however, urged political actors to work together to strengthen democracy, human rights situation and establish the rule of law.

Like US State of Secretary Hillary Rodham Clinton, he also expressed concern about the recent killing of a garment sector trade union activist Aminul Islam and the disappearance of BNP leader M Ilias Ali.

Germany was the biggest trading partner of Bangladesh in Euro zone with a volume of over $4 billion in the last fiscal, while over the last 40 years, Berlin has provided over Euro 2 billion as development assistance to Dhaka.

Autism kids care workshop opens

A 10-day training workshop on autism started in Dhaka on Saturday with a view to develop skills of people working with special kids.

Psychologists, teachers of special schools as well as general schools, child specialists, social workers, medical professionals, medical students, therapists and parents of the autistic children will attend the workshop in separate sessions at Bangabandhu Sheikh Mujib Medical University, said a media release.

Autism is a developmental disorder that appears in the first three years of life and affects brain's normal development of social and communication skills.

Experts say those children cannot pick up self-care tasks – dressing, self-feeding, using toilet and others – by watching and imitating. They do not make eye-to-eye contact and have single-track thought process, but they have 'hidden' talents like paintings and music.

As autism is a specialised issue, Vice-chancellor Prof Pran Gopal Datta said training needed to better understand and diagnose autism.

At least 350 participants will attend the training conducted by global autism experts.

"It's (offering training) a continuous process at the university," the vice-chancellor said.

Dhaka University's Department of Education and Counseling Psychology was assisting the medical university for the training, the release added.

Estimates suggest every 8 in 1000 children are autistic in Bangladesh. It is 1 in 88 children in the US.

Barapukuria displaced on warpath

Residents of Barapukuria, affected by a coal mining project there, took out a 'stick procession' on Saturday demanding compensation for displacement.

Several thousand affected people of the area took part in the procession.

The residents, protesting under the banner of Jibon O Sampad Rakkha Committee, had also staged a five-day sit-in programme in front of the Barapukuria Coal Mining Company office a few days back. They announced to continue with their agitation as the administration did not accede to their demand on Friday.

Assistant Superintendent of Police Faruk Hossain said the administration had a cheque of Tk 200 million ready for the affected locals and the authorities had already offered it to them.

Convenor of the protestors' platform Ibrahim Khalil confirmed the administration's move regarding the cheque and told bdnews24.com that they would continue the demonstration until the government compensated them fully for their losses.

ASP Faruk said a large number of police, Rapid Action Battalion and BGB personnel had been deployed in the mining area to avert any untoward incident.

"The administration will have to take responsibility of the consequences if our demands are not met in time and if our peaceful programmes take a turn for worse," Khalil warned.

Additional District Magistrate Abdul Malek, when contacted, declined comments on the issue.

The Managing Director of the Barapukuria Coal Mine, Engineer Kamruzzaman, however, claimed that coal extraction was going on normally.

PM defends rental power plants again

Prime Minister Sheikh Hasina has once again defended her government's move of setting up rental and quick rental power plants.

"Many have questioned why these power plants had been set up. They said that these are ruinous. But you should consider its advantages. The industrial production and exports have got a boost due the rising power generation." she said on Saturday.

The Prime Minister was addressing a discussion marking the 63rd founding anniversary of Awami League at the Bangabandhu International Conference Centre in the city.

Apart from the opposition, some experts have also criticised the government for setting up rental and quick rental plants one after another across the country by providing huge amount of subsidies to the energy and power sectors.

To deal with the soaring demand for power, the government set up 24 furnace oil-based rental and peaking power plants soon after it took the office in January in 2009. It also plans to set up 27 more power plants of this category. But production in most of the power plants have remained suspended as the prices of furnace oil have gone up.

Next elections

Asserting that the next parliamentary elections would be held under the present government's tenure, Hasina said: "We've taken measure so that none can grab the state power by violating the constitution."

Hasina, also the President of the Awami League, also referred that the Awami League government have so far arrangeed 5,175 elections including 12 by-elections and polls to city corporations, municipalities and upazila and union parishads in a free, fair and neutral manner.

Business backs quickie power

The Finance Minister was all smiles as a businessman made the case for quick rental power on Saturday at a budget review session organised by journalists.

"Bangladesh would have been a lot poorer, the GDP loss would have been a staggering Tk 160,000 crore," said Annisul Huq, a former president of FBCCI and Saarc Chamber, as the Finance Minister listened.

A M A Muhith aside, former Planning Minister and BNP Standing Committee member Abdul Moyeen Khan and BIDS researcher Binayak Sen also took part in the discussions sponsored by the Economic Reporters' Forum (ERF).

"What else could we have done?" Huq said defending the current government's decision to go for the quick fix in the energy-starved Bangladesh, "There was no gas to fuel our plants and we would have been stuck with just 3,500 megawatts."

"That would have been disasterous for our economy ... I would have been struggling with production, exports," said Huq, also a former president of garment exporters' group BGMEA.

Minister Muhith was quick to grab the opportunity. "Yes, we were absolutely right."

The government's opting for the ambitious and apparently expensive option — oil-fired rental plants to feed factories and farms — has drawn fierce criticism from some professionals and opposition politicians.

"As someone closely involved, I have done some research," said Huq, who owns two plants. "Yes, our country had to incur a huge subsidy bill, but we must take into account the benefits we have accrued."

In the last three and a half years, nearly 6,000 megawatts of extra power was added to the national grid, he pointed out, thanks to the quick rental policy. "As of Jan 2009, the old plants were capable of producing only 3,874 megawatts although the capacity was 5166 megawatts in theory."

"This extra electricity created nine lakh (900,000) new jobs solely in the garments industry and gave us an extra US$ 7 billion in exports revenue," he claimed.

"Our agriculture would have suffered a loss of over Tk 9,000 crore," he argued and added gains from quick power far outweighed the subsidies, estimated to be Tk 16,600 crore.

The government subsidises the fuel used by these plants (Tk 9900 crore so far), and buys power at a rate higher than the selling price, losing Tk 6700 crore so far.

BNP's Moyeen Khan was, however, not convinced. "This rental power option has been disasterous. This has haemorrhaged our economy."

Muhith said the rental power gave the country much-needed breathing space. "We can now concentrate more on larger plants, work towards long-term solution."

By 2015, the minister said, Bangladesh would be able to come out of the rental dependence.

'Writ petitions aimed to damage bourses'

A senior lawyer has contended in the High Court that the writ petitions filed challenging a Securities and Exchange Commission order were aimed to bring the bourses down.

"Three directors of NCC Bank filed a petition but at the same time they also placed orders for purchase of shares. This clearly suggests who are behind the fall in share prices," Dhaka Stock Exchange lawyer Barrister Ameer-ul Islam said.

Taking part in fourth day of hearing on the writ petitions on Wednesday, he said: "If one were to file a writ petition challenging an SEC order, why would the same person place order for purchase of shares as well."

The court of Justice Hasan Fayez Siddique and Justice Jahangir Hossain fixed Thursday for hearing the deposition of the state counsel.

Ameer-ul said the petitions were filed, challenging the Article-2CC of the SEC law "to hamper the capital market".

He said: "The law is not curbing anyone's fundamental rights, as it will apply to only public-listed companies."

Before Ameer-ul's submission, the court heard arguments from writ petitioners' lawyers Ramzan Alai Shikder, Dr Kamal Hossain, Rokonuddin Mahmud, Mahmudul Islam and Akter Imam.

The proceeding was postponed until Thursday after the submission of Ameer-ul.

Following five writ petitions filed by 24 directors of five companies, the court issued rule on June 4 asking why the Article-2CC of the SEC law should not be declared unconstitutional.

However, only a day before the submission of the writ petitions, the court had declared legal the notification issued by SEC under the said article on minimum shareholding by sponsors and directors.

In his argument, Dr Kamal termed the article-2CC 'super martial law'. He said: "This law has given the SEC the power of super martial law administrator. Foreign investment will not come to the country if the SEC continues to enjoy such powers."

Rangunia EPZ gets nod

The government has approved another export-focussed industrial zone, Rangunia Export Processing Zone, in Chittagong.

The approval for Bangladesh's ninth EPZ came from a meeting of the Board of Governors of Bangladesh Private Export Processing Zone Authority (BPEPZA) held at Prime Minister's Office. Its Chairperson Prime Minister Sheikh Hasina presided over the meeting on Sunday, her press secretary Abul Kalam Azad told reporters.

Rangunia EPZ is proposed to be located within 50 kilometres of Chittagong on about 400 acres of government fallow land and family-owned land.

Chittagong has two more EPZs – Chittagong EPZ and Korean EPZ.

Azad said the Prime Minister asked the BPEPZA authorities to give final allocation of 500 acres of land for the Korean EPZ for more investment.

Hasina also asked the Korean EPZ authorities to submit a detailed investment plan to the government.

The other EPZs are located in Dhaka, Mongla, Narayanganj (Adamjee), Uttara (Nilphamari), Comilla and Ishwardi.

Commerce Minister G M Qader, Land Minister Rezaul Karim Hira, Environment and Forests Minister Hasan Mahmud, State Minister for Power Enamul Haque and Executive Chairman of Board of Investment S A Samad and Secretaries attended the meeting.

Ashulia RMG units to reopen Thursday

All the readymade garment (RMG) factories in Ashulia industrial belt will reopen from Thursday after a four-day closure following a labour unrest.

The owners agreed to resume operations following Labour Minister Khandaker Mosharraf Hossain's request at a meeting on Wednesday, according to the minister.

The leaders of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA) and the Bangladesh Knitwear Manufacturers and Exporters Association (BKMEA) met him at Sram Bhaban.

"All factories will remain open from tomorrow (Thursday). I'm urging workers to report for work," Mosharraf said.

BGMEA President Shafiul Islam Mohiuddin said, "We gained the confidence to reopen the factories after discussions with the government and on assurance of security and other related issues."

"We did not set up the factories to keep them closed. They had to be shut for insecurity and disorder," he said.

Asked about hiking wages of workers, Mohiuddin said, "Neither the government nor the owners have received any such demand. We'll take steps if it is made."

In this regard, Mosharraf said, "The government has not yet received any logical and specific demand or proposal. So, no decision in this regard has yet been taken."

"The government will consider the matter if any specific demand or proposal is made," he added.

BGMEA and BKMEA decided to halt operations at around 350 Ashulia factories for an indefinite period on Sunday following violent demonstrations by the workers. They blocked highways and clashed with police for days demanding a pay hike effective from June 11. Some 500,000 people work at these factories.

According to government statistics, there are about 3,500 readymade garments factories across the country.

After a tripartite meeting of the government, factory owners and worker leaders a few days back, the workers were urged to report for work, but to no avail.

The garment workers last got a pay hike two years ago, but according to the union leaders, their wages had failed to keep pace with ever-rising inflation.

Earlier in the day, State Minister for Labour Monnujan Sufian sat with the leaders of worker unions.

Sufian agreed with them on their claim that prices of commodities, including food, and house rent, had shot up.

"As prices of commodities, including food, have been hiked, the prime minister has assured that the RMG workers will get ration soon," she said.

"The government will look into other issues later," she added.

The leaders said Sufian had assured them that a decision on their demand would be taken after discussions with the people concerned.

'House rent hike illogical'

Mosharraf slammed house owners for hiking rent.

"Hike in transport fare and house rent are big problems for the workers. House rent is increased several times illogically. This is unacceptable," he said.

"The government has taken steps to implement laws on house rent firmly," he added.

Mosharraf also urged the workers to join work peacefully. "The government won't allow any illogical disorder or instigation...now or in the future," he said.

"Conspiracies and instigations have been made ... firm steps will be taken against any sort of violence," he added.

Earlier in the day, Awami League's General Secretary Syed Ashraful Islam also said that a conspiracy had been hatched to foment trouble. He blamed another country for the unrest but did not name it.

Meanwhile, BNP Standing Committee Member Moyen Khan said neighbouring India instigated the unrest.

'Next generations will fly flag higher'

Prime Minister Sheikh Hasina on Wednesday hoped at a reception for four Bangladeshis who scaled Mount Everest that the future generations will take Bangladesh's flag to new heights.

She handed over crests and cheques of Tk 100,000 each to Musa Ibrahim, M A Muhit, Nishat Mazumder and Wasfia Nazreen at her office.

The Prime Minister congratulated them on their climbing the world's tallest peak.

"We have many achievements. [Today] we can identify ourselves as Bangalees, we have accomplished an independent country, a flag."

Hasina seized the occasion to thank the Father of the Nation Bangabandhu Sheikh Mujibur Rahman saying all of these were possible for him.

The Prime Minister specially mentioned the feats of Nishat and Wasfia and said "Women have taken part in all our achievements. Women have matched men. None of the boys and girls is lagging behind."

Musa Ibrahim, the first Bangladeshi to scale the highest summit, said, "Bangladesh has conquered Everest as the 67th country. Many will follow suit."

He urged the Prime Minister to set up a mountaineering institute and secure its place in the Guinness Book of World Records by planting one million trees in a day.

Hasina said her government would consider such mountaineering institute and added that it would not be difficult to plant a million trees in a day as her party plants trees on the first day of Bengali month of Asharh.

Muhit, who scaled the highest summit twice, presented one of his photographs to Hasina in which he holds the national flag on the highest peak.

Nishat, the first Bangladeshi woman to climb to the fearsome and unforgiving peak, also talked about her feelings at the programme.

Wasfia, the second Bangladeshi woman to conquer Mount Everest, remembered the contributions of Bangabandhu Sheikh Mujibur Rahman at the beginning of her speech.

"We women are making progress. I feel like I am having a rebirth after returning from the Everest amid great risks," she said.

State Ministers for Ministry of Women and Children Affairs and Ministry of Sports and Youths Shirin Sharmin Chaudhury and Md Ahad Ali Sarkar also spoke on the occasion.

Ministers, Prime Minister's Advisors, State Ministers, MPs and the top-brass of the PMO were also present.

Later, popular singers Rezwana Chowdhury Bonna and SI Tutul performed at a cultural programme there.

Nishat reached Everest's 8,850-meter-high (29,035-foot-high) summit from the northern side of the mountain in Nepal May 19 morning with another team member, M A Mohit.

Wasfia reached the highest peak on May 26.

Musa Ibrahim was the first Bangladeshi to have conquered the Everest on May 22, 2010.

Nishat's companion Mohit was the second man to scale it on May 21, 2011.

Hajj money deposit deadline extended

The deadline for depositing money for those willing to perform the hajj under government and private managements has been extended by 11 days.

The last date of the deposit had been Jun 20.

"Hajj hopefuls this year will be able to deposit the government fixed hajj package money until July 1," the Ministry of Religious Affairs' Public Relation Officer Anwar Hossain told reporters on Wednesday.

The minimum money to be deposit for taking the annual pilgrimage under private management this year has been fixed at Tk 303,440, same as under government management.

Authorities concerned do take steps against the law-enforcers, who resort to excessive use of force while resisting organised gangs, Prime Minister Sheikh Hasina asserted in parliament on Wednesday.

She was responding to a question of BNP lawmaker A M Mahbub Uddin Khokon of Noakhali-1 constituency during the question-answer session in the House.

Khokon questioned if the government would take any effective step to stop forced disappearance and extrajudicial killing that increased had alarmingly in the country.

"If any person goes missing, a general diary or case is filed in the respective police station, and then search and inquiry are conducted," Hasina said.

She said the law enforcing agencies were always active against criminal activities in the country. "To arrest or resist organised gangs, the law enforcing agencies often have to use force and sometimes even open fire in self-defence," she said.

"In such incidents, the authorities concerned probe each incident and take lawful steps against any excessive use of force," she added.

Shab-e-Barat on July 5

Holy Shab-e-Barat, the night of divine blessings for the Muslims, will be observed across the country on the night of July 5.

The National Moon Sighting Committee took the decision at a meeting held at the Islamic Foundation in the Baitul Mukarram National Mosque on Wednesday.

Religious Affairs Secretary Qazi Habibul Awal presided over the meeting.

Public Relations Officer of the Islamic Foundation Bilal bin Kashem told bdnews24.com that Shaban moon of the Hijri year 1433 was not sighted elsewhere of the country on Wednesday. The month of Shaban will start from Jun 22 (Friday).

"Therefore, the holy Shab-e-Barat will be observed on the night of July 5," he added.

According to Muslim belief, Shab-e-Barat is the night when Almighty Allah arranges affairs of the next one year. On Shab-e-Barat, Allah writes the destinies of all His creations for the coming year by taking into account their past deeds.

Shab-e-Barat also means the night of forgiveness. On this exalted night, Muslims pray to Allah both in preparation for the holy month of Ramadan and seeking forgiveness of the sins committed.

Muslim devotees across the world pass the night offering prayers, reading the Holy Quran, milad mahfil, zikr [remembrance of Allah], visiting the graveyards of their near and dear ones and offering special munajat.

Mujib's unfinished autobiography hits stands Monday

The University Press Limited (UPL) will come up with an unfinished autobiography of Bangabandhu Sheikh Mujibur Rahman on Monday.

The English version of "Ausamapta Atmajiboni" has been titled "The Unfinished Memoirs", according to a UPL media release issued on Saturday.

"Sheikh Mujib penned this invaluable document during his time in jail through 1967-69," the release said.

"In his memoirs," it said, "Bangabandhu describes the context of writing it, and then he takes us back to the beginning – his lineage, birth and childhood, days in school and college, and social and political involvements."

"The book progresses to recount the historical events the great leader experienced standing in the forefront – famine, communal riots in Kolkata and Bihar, partition, politics of Kolkata-centric State Muslim Student League and Muslim League...Pakistan central government's discriminatory attitude and the Agartala conspiracy," it said.

The book also has contents on all other integral aspects of Sheikh Mujib's life in and out of prison, his parents, wife and children, and kin, the release said.

The Penguin Books, India, and Oxford University Press, Pakistan had also collaborated with UPL to publish the book simultaneously in India and Pakistan, it said.

The books carry price tags of Tk 525 and Tk 1,200 for the Bengali and English editions, respectively. The deluxe editions would cost Tk 650 for Bengali and Tk 1,500 for English.

The Oxford University Press has also finalised an Urdu translation of The Unfinished Memoirs to be published in July.

Born in Tungipara village of Gopalganj district in 1920, Sheikh Mujib became the Father of the Nation, who fought the war for independence from the then Pakistan in 1971.

After the freedom, Sheikh Mujib became the Prime Minister of Bangladesh, their new country. During the Liberation War, he had been kept in jail in the then West Pakistan. He was made president of the wartime government named after him, the Mujibnagar Government.

On Aug 15 1975, some army personnel shot him dead along with his family members, except daughters Sheikh Hasina and Sheikh Rehana.

Hasina is the Prime Minister of Bangladesh now and she heads the Awami League party her father had headed.

Govt to revisit phone bill tax plan

Finance Minister Abul Maal Abdul Muhith on Wednesday promised a rethink of the government proposal to levy 2 percent tax at source on mobile phone bills.

He came up with the assurance at a meeting with mobile phone operators at the Ministry of Finance.

Rabi's Executive Vice-President Mahmudur Rahman later told reporter, "We discussed five issues with the Finance Minister. The minister said he would look into those issues."

The representatives of the operators said at the meeting that the operators would not be able to issue receipts if 2 percent tax at source was slapped on mobile phone bills, as this would hurt subscription growth, he added.

The budget for next fiscal 2012-2013 that Muhith presented in parliament on June 7 proposes the tax on the total bill for post-paid subscribers and on the sale of top-up cards or during recharge in case of pre-paid users.

Currently, 90 million mobile-phone users across the country pay 15 percent Value Added Tax (VAT) on bills, according to the Bangladesh Telecommunication Regulatory Commission (BTRC).

Rahman said they were pumping huge money in subsidies. "If Tk 600 tax on each SIM card is waived, services can widen at the grassroots level. It can also help execute the government plan to build a digital Bangladesh."

"If the import tax and supplementary tax on SIM are increased from 20 percent to 30 percent in line with the proposed budget, it will impact the sector negatively.

"Besides, expenses will also rise if import tax on software for network development and other technologies is hiked from 3 percent to 30 percent."

Rahman, however, quoted the minister as saying in the meeting, "The proposal was made to help Bangladesh's software industry."

"But we informed him that software necessary for mobile phones are not made in Bangladesh," he added.

A finance ministry official, requesting anonymity, told  that Muhith said the government would reconsider the proposal to charge tax at source on mobile phone bill but not the one to reduce tax on SIM cards.

"There will be a decision to slap tax on phone bills of a specific amount and beyond, like Tk 200 and above," the official said.

Grameenphone CEO Tore Johnsen, Airtel CEO Chris Tobit, Banglalink Head of Corporate and Regulatory Affairs Zakiul Islam and top officials of other mobile phone operators attended the meeting.

11 more Rohingyas pushed back

Border Guard Bangladesh (BGB) personnel pushed back 11 more Rohingyas who tried to intrude into Bangladesh territory through the Teknaf border.

They were sent back to Mongdu city of Myanmar on an engine-run boat around 5:30pm on Tuesday, Lt Col Zahid Hasan, Commanding Officer of the BGB 42 Rifles Battalion, told bdnews24.com.

The 11 Rohingyas were arrested from Sabrang area of Teknaf upazila in Cox's Bazar district at 10pm on Monday. The BGB men provided them with necessary dry foods before sending them back.

The BGB officials said there was no incident of intrusion of Rohingya refugees into Bangladesh until Tuesday 7pm and the situation along the Teknaf border was returning to normalcy.

Rohingyas had been trying to intrude into Bangladesh by boats since riot broke out in Muangdaw district in coastal Rakhine state on June 8.

Hundreds of them were turned away by the BGB and Coast Guard personnel.

Meanwhile, United Nations High Commissioner for Refugees (UNHCR) has been repeatedly urged Bangladesh to reconsider its position on closing the border to asylum-seekers fleeing the sectarian violence in Rakhine.

But the government has turned down the call saying the country was already burdened with more than 500,000 Rohingya refugees, who had fled their homeland more than two decades ago.

Though Bangladesh was not a signatory to any international statute on refugees, the country had been hosting a large group of refugees for years on humanitarian grounds, the government said.

Mujib's memoir leaves Hasina-Rehana emotional

Audience of a programme in Dhaka watched Prime Minister Sheikh Hasina trying to control her emotions on Tuesday while her sister Sheikh Rehana was in tears after getting the printed versions of their father's unfinished autobiography.

"It was ours to date, but it belongs to people now," Hasina said at a programme at Ganabhaban marking the release of "Ausamapta Atmajiboni" and its English version "The Unfinished Memoirs" by Father of the Nation Bangabandhu Sheikh Mujibur Rahman.

"Every time I read the copies, they make me nostalgic," she said.

"It was very painful to hand over the diary," she said.

The University Press Limited (UPL) has published the diary, in the form of book, written by Sheikh Mujib during his time in jail through 1967-69.

Hasina said she wrote the preamble in jail during the military-backed caretaker government's tenure.

She seemed unable to speak for some time while throwing light on the contents of the book.

"It's in the same condition as he (Sheikh Mujib) had written. We didn't touch anything," she said.

"There are many names [in it], which one might think should not have been there. But we didn't drop. History is history," she added.

Rehana said, "There should be something to be left behind. We allowed it be published for this very thought. We should enlighten the new generations."

Hasina handed over copies of both versions of the autobiography to Prof Salauddin Ahmed, whose suggestions helped them publish the book.

Shamsuzzaman Khan and A N M Mahfuza Khatun Baby Maudud also did some editing to give the book a contemporary look while Prof Fakhrul Alam translated it into English.

Hasina's Deputy Press Secretary Moninur Nesa Ninu typed the book. "Baby [Maudud] and I dictated and Ninu typed," Hasina said.

A press release issued by UPL a few days back said: "In his memoirs, Bangabandhu describes the context of writing it, and then he takes us back to the beginning – his lineage, birth and childhood, days in school and college, and social and political involvements."

"The book progresses to recount the historical events the great leader experienced standing in the forefront – famine, communal riots in Kolkata and Bihar, partition, politics of Kolkata-centric State Muslim Student League and Muslim League, Pakistan central government's discriminatory attitude and the Agartala conspiracy," it said.

The book also had contents on all integral aspects of Sheikh Mujib's life in and out of prison, his parents, wife and children, and kin, the release said.

The Penguin Books, India, and Oxford University Press, Pakistan had also collaborated with UPL to publish the book simultaneously in India and Pakistan, it said.

The books carry price tags of Tk 525 and Tk 1,200 for Bengali and English editions, respectively. The deluxe editions would cost Tk 650 for Bengali and Tk 1,500 for English.

The Oxford University Press has also finalised an Urdu translation of The Unfinished Memoirs to be published in July.

Born in Tungipara village of Gopalganj district in 1920, Sheikh Mujib became the Father of the Nation, who fought the war for independence against Pakistan in 1971.

After the independence, Mujib became the Prime Minister of Bangladesh, the new country. During the Liberation War, he had been kept in jail in the then West Pakistan. He was also president of the wartime government named after him, the Mujibnagar Government.

On Aug 15 1975, some army personnel shot him dead, along with most of the members of his family. His daughters Hasina and Rehana survived as they were outside the country that day.

Myanmar boat people swap violence for desperation

At first, the boat bobbing in the water in the middle of the night appeared to be empty. But when Bangladeshi villagers took a closer look, they found a baby too weak to cry, a refugee from marauding mobs in Myanmar apparently abandoned by her family.

The cleft-lipped infant, just weeks old, is among hundreds of Rohingya Muslims who fled this month's sectarian violence in Myanmar's western state of Rakhine, packing themselves into rough wooden boats and heading for the shores of neighbouring Bangladesh.

No one knows how many made it ashore. Bangladesh has ordered its border guards to push the boats back, determined that - with at least quarter of a million "illegal migrants" already here - there must be no more.

The baby, named Fatima by the family that has taken her in, is out of the danger that she and her family faced in Myanmar, but she joins a throng of stateless people in southeast Bangladesh who - for the most part - lead desperate lives of squalor, deprivation and discrimination.

Among them is Mohammad Kamal, a young religious leader from Rakhine's Maungdaw district, where ferocious violence erupted on June 9 between Rohingyas and ethnic Rakhine Buddhists and spread across the state.

He escaped to Bangladesh in 2006 after his brother and others were jailed in a crackdown on Muslim clerics.

Kamal, now 28, settled in a makeshift "unregistered" camp, where - along with some 20,000 others - he is not recognised as a refugee and where even international aid agencies have to work under the radar because Bangladesh has not granted them legal status.

"I went out for a walk one day last year and was arrested because I had no documents," said Kamal, pulling up a trouser leg to show a line of angry sores that broke out during the following nine months he spent in jail.

Behind him, naked children play in a muddy pool and the rickety dwellings of an overcrowded shanty town - his camp - rise up, lashed by monsoon rains.

In 2010, it s alleged, the authorities forcibly evicted thousands from a makeshift camp. The medical charity Medecins Sans Frontieres recounted at the time that some Rohingyas had been thrown into the Naf River and told to swim the 3 km (2 miles) back to Myanmar, and the organisation said it had treated many for beatings, machete wounds and even rape.

"A DESPERATE LIFE"

Craig Sanders, the UN High Commissioner for Refugees' representative in Dhaka, said that although Bangladesh has disowned the Rohingyas - dubbing them illegal economic migrants - it has shown "tremendous generosity over many years".

Rohingyas first came in large numbers to the South Asian nation in 1973, and over the years gained a reputation for drug-smuggling, gun-running and human trafficking.

A sudden flood of more than quarter of a million arrived in 1991-92 after a spasm of repression by the security forces in military-ruled Myanmar.

Those that remain from that wave, now numbering some 30,000, live in two official camps where the UN provides everything from shelter and water supply to healthcare and schooling.

But at least 200,000 others - probably many more - have settled on the Bangladesh side of the 200-km (125-mile) border, mingling with the population where they struggle to find employment or squeezing into unofficial camps.

It is these "unregistered" Rohingyas who are most vulnerable.

"It's an extremely desperate life for these people," said one worker for a humanitarian group that provides assistance illegally at one camp, asking not to be named. "They have been here for such a long time and there is no prospect of change."

UNHCR's Sanders has crossed swords with the government in recent days over its decision to turn back the boatloads of traumatised Rohingyas.

"Bangladesh, one more time, is being urged to step forward to deal with a situation that is not of their making," he said. "We are not trying to push them into a corner on this issue, but there is a question of fair and right treatment here."

BANGLADESH SAYS "NO MORE"

There have been sketchy and conflicting reports of the communal violence that erupted in Rakhine, but scores are feared dead after widespread torching of houses by both sides.

Abdus Salam, one of 10 Rohingyas who reached Bangladesh and are now hiding in a coastal village to avoid arrest, told Reuters last week: "The Rakhine torched our houses, killed our relatives, assaulted our women. They were killing Muslims. When we protested, the government forces also shot our people dead. Then we started fleeing."

Muhammad Zamir, Dhaka's chief information commissioner, maintains that the authorities have treated the boat people humanely, providing those they turn away with water, medicines and fuel for the journey back, assisting a woman who gave birth on arrival and treating those with gunshot wounds in hospital.

"We want to help the refugees, they have rights," Zamir told Reuters in the coastal town of Cox's Bazar, a bumpy three-hour drive from the shores where Rohingyas are being pushed back.

"But we can only look after them to a point. We really can't handle any more."

He argues that, as a densely populated and poverty-plagued country of 150 million, Bangladesh has played its part. Now, as democracy stirs in Myanmar, it is time for its neighbour to address the root causes of the chronic exodus of Rohingyas, and for the international community to put pressure on it to do so.

SILENT CRISIS

There has been some dismay in this part of Bangladesh at the hard line taken by the government on the new arrivals. The populations share the same ethnicity, religion and dialect, and they are so close that if you call a Rohingya on a mobile phone in Myanmar it is likely to be a Bangladesh number.

Yet the plight of those already here gets little attention.

A report by US-based rights group Refugees International last year described a "silent crisis" of abuse, starvation and detention faced by stateless Rohingyas in Bangladesh.

According to UNHCR, a 2011 survey in the two official camps found that 17 percent of children between six months and six years were suffering from acute malnutrition, higher than the emergency threshold set by the World Health Organisation.

In the makeshift camps, malnutrition rates are even higher.

"It's a hopeless situation," said the aid worker. "You treat the children who are sick, and then they fall ill again because they are not getting the right food."

For now at least, tiny Fatima is safe. She has been taken in by a fisherman and his wife who already have four sons and two daughters. But an uncertain future awaits her, stateless in the land of her refuge.

Police file case over Ashulia unrest

Police have sued several hundred people over the demonstrations by readymade garment workers in Ashulia for riot and vandalism.

Ashulia Police Station Sub-Inspector (SI) Hafizur Rahman filed the case in the wee hours of Sunday on charges of blockading the road, assaulting police, obstruction to government work and vandalism.

Eleven people, all of whom are leaders and activists of main opposition BNP and its front organisations, were named in the case along with several hundred other unnamed people.

Anwar Hossain, a BNP leader who owns Anwar CNG filling station and former member of Piarpur Union's ward number 1, has been made the chief accused in the case.

Manager of the filling station Abul Kashem alleged up to 15 policemen, led by Ashulia Police Station OC (investigation) Mustafa Kamal, broke into the station's office room where Anwar was sitting and beat him up around 9am.

Kashem said the BNP leader was currently undergoing treatment at Savar's Enam Medical College Hospital.

The garment workers at Ashulia demonstrated again on Sunday morning as the weeklong unrest reached a new height after factory owners shut all garment factories in the industrial hub for an indefinite period.

They have been demonstrating since June 11 demanding better wages. Hundreds of people have been injured and over 150 vehicles vandalised during the weeklong protest.

On Thursday, the owners failed to agree on the proposal of FBCCI President AK Azad, owner of Ha-Meem Group, to raise salaries.

The meeting, however, ended deciding that all factories in Ashulia would be shut down if the ongoing unrest was not contained by Sunday.

Apex bodies -- Bangladesh Garment Manufacturers and Exporters Association (BGMEA) and Bangladesh Knitwear Manufacturers and Exporters Association (BKMEA) -- took the decision and also threatened to shut all factories nationwide.

Around 450,000-500,000 workers are engaged in nearly 350 garment factories in Ashulia and there are about 3,500 garments factories across the country.

Shahabuddin to replace Gilani: report

Pakistan People's Party has selected senior leader Makhdoom Shahabuddin for the position of Prime Minister following the Supreme Court's disqualification of Yousuf Raza Gilani, according to a number of local media outlets.

The decision was reportedly made at a meeting of senior party leaders chaired by President Asif Ali Zardari on Wednesday morning, Geo News TV said quoting unnamed sources.

It was also decided to formally elect the new leader of the House in a session of the National Assembly on Thursday.

The party or the President's office is yet to make any official statement regarding the nomination.

DGEN downtrend continues

The Dhaka Stock Exchange's key index lost 107.20 points around halfway into Monday's trading.

The DGEN reached 4398.84 points or 2.38 percent lower around 12:33pm on the week's second business day.

Shares and mutual funds worth around Tk 899.44 million changed hands so far with prices of 19 issues advancing, 216 declining and 12 remaining unchanged.

Around half an hour into the day's trading, the key index registered an 87.19 points loss when it reached 4418.84 points or 1.93 percent.

The DSE kicked off the week's trading 114.67 points lower, triggering off protest from retail investors. The DGEN closed at 4506.04 points or 2.48 percent down on Sunday.

The premiere bourse's benchmark index had ended the previous week 59.90 points down with a lower turnover of around Tk 1.86 billion. It had lost around 148 points last week.

Rangunia EPZ gets nod

The government has approved another export-focussed industrial zone, Rangunia Export Processing Zone, in Chittagong.

The approval for Bangladesh's ninth EPZ came from a meeting of the Board of Governors of Bangladesh Private Export Processing Zone Authority (BPEPZA) held at Prime Minister's Office. Its Chairperson Prime Minister Sheikh Hasina presided over the meeting on Sunday, her press secretary Abul Kalam Azad told reporters.

Rangunia EPZ is proposed to be located within 50 kilometres of Chittagong on about 400 acres of government fallow land and family-owned land.

Chittagong has two more EPZs – Chittagong EPZ and Korean EPZ.

Azad said the Prime Minister asked the BPEPZA authorities to give final allocation of 500 acres of land for the Korean EPZ for more investment.

Hasina also asked the Korean EPZ authorities to submit a detailed investment plan to the government.

The other EPZs are located in Dhaka, Mongla, Narayanganj (Adamjee), Uttara (Nilphamari), Comilla and Ishwardi.

Commerce Minister G M Qader, Land Minister Rezaul Karim Hira, Environment and Forests Minister Hasan Mahmud, State Minister for Power Enamul Haque and Executive Chairman of Board of Investment S A Samad and Secretaries attended the meeting.

2 more bridge crash victims found

Fire Service and Civil Defence divers on Sunday found two more bodies buried under one of the six stone-laden trucks that fell in a canal at Companyganj in Sylhet when a bridge collapsed on Friday.

The divers spotted the bodies stuck under the truck around 3pm, Companyganj Upazila Nirbahee Officer Mohammad Saiful Islam told bdnews24.com.

"The bodies cannot be recovered as we do not have a crane to lift the truck. We are trying," Fire Service Assistant Director Parimal Kundu said.

According to Sylhet Superintendent of Police (SP) Sakhawat Hossain, the bodies could not be identified.

At least three people died in the accident, including those whose bodies were found on Sunday, 10 others were injured and two more were reported missing. The first body, recovered on Friday night, was identified as Abdul Haque, 40.

The two missing, both from Jaintapur, are truck driver Monir Hossain and his assistant Anwar Mia.

The SP said it was not yet confirm whether the bodies found on Sunday were those of Monir and Anwar.

3 killed in Bagerhat road crash

At least three people were killed and 30 others injured when a passenger bus tumbled and hit a rickshaw in Bagerhat's Morelganj area on Monday.

Officer-in-Charge of Morelganj Police Station Aslam Uddin told  that the incident occurred around 10am at Shadhur Bridge area in Hoglapasha.

The bus driver lost control over his steering while trying to pass by a rickshaw. Subsequently, the bus tumbled and fell on the rickshaw leaving its puller, a passenger and bus driver dead at the scene, the OC said.

Police identified the deceased rickshaw puller as 'Joynal', 50, and the passenger as Dinesh Mandal but could not immediately confirm identity of the bus driver.

The police official said the injured 30 bus passengers were rushed to Pirojpur Sadar Hospital.

Draft of renewable energy authority act okayed

The Cabinet on Monday endorsed the draft of a law on formation of a sustainable and renewable energy development authority with the power to sign agreements and take loans.

The draft of 'Sustainable and Renewable Energy Development Authority Act 2012' was approved at a regular Cabinet meeting chaired by Prime Minister Sheikh Hasina.

Cabinet Secretary Md Mosharraf Hossain Bhuiyan told journalists after the meeting that a body would be formed based on the act to encourage the use of sustainable and renewable energy. The panel will comprise chairman and five members.

He said the Act will be placed as a 'Finance Bill'.

The body will be authorised to sign agreements with anyone and borrow money, he said.

26 power units in for repairs

The government has moved to renovate 26 units of 15 old power plants in a frantic effort to feed more power against an increasing demand nearly three and a half years after taking office.

Chairman of Power Development Board, A S M Alamgir Kabir, says they hope to produce around 1,609 megawatts from these plants if things go according to plan.

Experts say had the government earlier initiated repairs of these up to 25-year-old plants, the ongoing power crisis could have been less.

The PDB chief said they are going for the repairs as the power supply has improved.

According to him, the mending of one unit is underway and of the rest will begin in September this year and will end by December 2014.

Units being repaired

Among the gas-fueled power plants, four units of gas-based Ghorashal steam turbine, three units of Haripur gas turbine, one unit of Chittagong (Raujan) steam turbine, one unit of Shikalbaha steam turbine, three units of Fenchuganj combined cycle gas turbines, one unit of Sylhet gas turbine and one of Baghabari gas turbine will be repaired.

Among furnace oil-based power stations, two units of Khulna steam turbine and two of diesel-run Barisal gas turbine, three of Bheramara gas turbine, one of Rangpur gas turbine and another one of Syedpur gas turbine will be refurbished.

Apart from them, three units of the Karnafuli power plant will be mended.

Energy expert Prof M Shamsul Alam, a teacher at Chittagong University of Engineering and Technology, told bdnews24.com: "The government was advised to repair these plants soon after it came to power. But, they were busy [setting up] rental, quick rental and new power plants."

"This is the proof that this sector is being handled with wrong plans," he said.

He believes power crisis would have been eased by now had the repair work of one or two of these units started then.

However, according to the account given by Enamul Huq Khan, the State Minister for Power, Energy and Mineral Resources, in Parliament on Sunday at present the daily power shortage was 1,000MW which is 1,000MW less than the previous year.

Energy expert Prof Ezaz Hossain, who teaches at the Bangladesh University of Engineering and Technology, said in order to improve the power situation the old stations had to be repaired along with regular maintenance of the ones running.

He told bdnews24.com that many of the existing power stations are losing their capacity for the lack of regular maintenance and inspection.

According to the information presented to Parliament, the daily demand of power stand at 6,600 MW against a daily production of up to 5,600 MW.

The Jamaat executive council member, who was being held at the tribunal's jail, was produced before the judges during the hearing.

The plea was initially filed by Mir Quasem Ali's lawyers when he was produced at court on Sunday evening following his arrest. However, the tribunal rejected to hear the plea saying no further hearing would be held on the day. It also ordered Mir Quasem Ali to be jailed, pending further proceedings, and scheduled the hearing for Monday.

Police arrested Mir Quasem Ali, also head of Diganta Media Corporation, from Naya Diganta newspaper office on Sunday afternoon, within an hour and a half of an arrest warrant issued by the tribunal.

He is also an Islami Bank director, a member of Ibn Sina Trust, and director of non-governmental organisation Rabita al-Alam al-Islami.

The charges against the Jamaat leader include that he was the Chittagong unit commander of Al-Badr, a vigilante outfit mobilised by Jamaat's erstwhile student wing Islami Chhatra Sangha and was third in outfit's command structure.

Such auxiliary forces like the Al-Badr, Al-Shams and Razakar actively engaged with the Pakistan Army to thwart the freedom struggle in 1971.

Crimes against humanity including murder, massacre, rape and loot had allegedly taken place in Chittagong under his watch during the war. There are also allegations that he ordered the massacre and murders at the Razakar camps there.

Mir Quasem Ali, who is from Manikganj's Harirampur, was better known as 'Mintu' to the people of Chittagong during the war. He was part of the Islami Chhatra Sangha during his college days.

He is also one of those who had made the list of the intellectuals to murder them at the fag end of war. The intellectuals were killed on Dec 14, 1971, only two days before the victory.

After independence, Mir Quasem Ali had fled to Saudi Arabia and returned after Bangabandhu Sheikh Mujibur Rahman and most of his family was brutally massacred on Aug 15, 1975.

Two war crimes tribunals are currently dealing with cases involving six Jamaat-e-Islami leaders including former and current party chiefs and main opposition BNP's two leaders on charges of committing crimes against humanity during the war.

Khaleda takes centre stage

Opposition leader Khaleda Zia has reached the venue of the 18-Party Alliance rally where she is expected to announce fresh anti-government agitation programme.

The BNP chief reached the rally venue in front of the BNP headquarters at Naya Paltan a few minutes after 4pm. Amid raucous applause she took the stage in a off-white saree, waiving at them.

On Mar 12, the former Prime Minister had given the government a 90-day ultimatum to restore caretaker government system, which expired on Sunday.

Khaleda had already had a meeting with her senior party advisors and leaders of the alliance where she is believed to have set fresh programmes.

The rally, being presided over by the BNP's Dhaka metropolitan unit Member Secretary Abdus Salam, kicked off around 2:30pm.

Jamaat-e-Islam's acting chief Maqbul Ahmed and Liberal Democratic Party President Oli Ahmed are sitting beside Khaleda. Other leaders of the 18-Party Alliance are also onstage.

Chief Whip of the Opposition in Parliament Zainul Abdin Farroque is moderating the rally.

The opposition is staging the rally while 30 of its top leaders are behind bars including BNP Acting Secretary General Mirza Fakhrul Islam Alamgir.

Oppn gives govt time until Eid

Opposition chief Khaleda Zia on Monday gave the government time until Eid-ul-Fitr to reinstate the provision for caretaker government or face tougher agitation.

The BNP chaiperson issued the fresh deadline at the 18-Party Alliance's rally after the opposition's June 10 ultimatum expired on Sunday.

Adressing the gathering, the leader of BNP that leads the coalition said they were not considering fresh agitation programmes, for now, so as to spare people of avoidable sufferings ahead of Ramadan.

Khaleda, who was widely expected to come up with tougher agitation programme with many of her coalition's senior leaders still in jail, announced mild protest programmes in the months of Jun and July instead.

However, programmes like countrywide shutdown and laying of siege would be announced after Eid-ul-Fitr, she announced from the rally held in front of the party's Naya Paltan headquarters on Monday.

People were expecting the opposition to go for tougher agitation as the three-month deadline BNP had given the government for reinstating the non-party caretaker government system expired on Sunday without evoking any response from the government.

On Mar 12, from a similar public rally, Khaleda had threatened that the opposition would not have any alternatives but to go for tougher movement if their demand was not met by June 10.

The situation wornsened – adding fuel to the public apprehension of violent political standoff – as the government instead of considering the demand, went tough on the opposition leaders, throwing many of them behind the bar.

"I want to tell the government, accept the demand of the non-party caretaker government ... Resolve the problem through dialogue this time. I hope the government will be wiser this time ... Otherwise, tougher agitation like countrywide shutdown will be announced after Eid-ul-Fitr," Khaleda warned at the rally.

Opposition leaders including BNP's Acting Secretary General Mirza Fakhrul Islam Alamgir and its Dhaka metropolitan unit's President Sadeq Hossain Khoka are still inside jail even after securing bails from the court.

The protest programmes announced for the next two months are rallies on Jun 17 and 24, and July 1 and 15. The rallies will be organised across the country to press the government to meet their demands including cancellation of false cases against opposition leaders and their release.

The rallies will also protest what the opposition termed an 'anti-people budget' and demand 'return' of party leader M Ilias Ali, bringing killers of journalists duo Sagar-Runi and Saudi diplomat to justice, and reining in prices of essentials, fertilisers, agriculture products and power.

Besides, rallies will also be held at all metros and district towns on July 8 protesting corruption and gas-power-water crisis, and memorandum will be submitted to deputy commissioners.

Earlier, from a rally at Naya Paltan on Sept 27, the opposition leader had announced road march programme towards Sylhet, Chapainababganj, Khulna and Chittagong to drum up public support to their demands.

After ending the road-march programme at Chittagong on Dec 9, the opposition had announced another programme titled "Dhaka Cholo".

Remove Dhanmondi businesses: HC

The High Court on Monday ordered authorities to remove all commercial establishments from Dhanmondi residential area.

However, the order would not be applicable to commercial establishments at Mirpur Road, Sat Masjid Road, Road-2 and Road-27.

The High Court bench of justices Nayeem Haider and Farid Ahmed, after hearing a public interest petition, also ordered approptiate authorities to issue notices before clearing the establishments.

The petitioner's lawyer Manzil Morshed said the clearing drive would have to be launched following the rules of Rajuk, by giving the owners notice and enough time for relocating their businesses.

All the 11 branches of Maple Leaf International School will get three years to relocate their campuses from the area, but until then the school authorities will have to introduce a system by employing people to contain traffic congestion in adjacent areas, said Morshed quoting the court order.

President of Dhanmondi Kalyan Samity Prof AFM Masud and Secretary MA Matin filed the petition on Feb 1, 2011.

Deputy Attorney General Mokhlesur Rahman said, "The court has ordered for evicting unauthorised commercial establishments from Dhanmondi residential area. The court also asked Maple Leaf International School to bring all of its 11 branches into one campus."

"The court also said that prior permission have to be taken from appropriate authorities before establishing any businesses there in the future," Rahman added.

Public Works Secretary, Environment Secretary, Dhaka City Corporation, District Commissioner of Dhaka, Executive Engineer of Power Development Board at Dhanmondi, authorised Rajuk officer of the area and Officer-in-Charge of Dhanmondi police station have been asked to execute the order.

Earlier, when the petition was filed last year, the High Court issued rule asking why eviction of commercial establishments should not be ordered to protect characteristics of a residential area.

The court then also embargoed allowing any new commercial establishment in the area for six months.
