PSC seeks BCS question leak info

Posted by bangladesh

The Public Service Commission (PSC) on Sunday asked for help to spot people who leaked question papers of the 33rd Bangladesh Civil Service (BCS) examination.

PSC sought the assistance, in the form of information, data and evidence, a day after the written tests of the compulsory subjects of the 33rd BCS examination, scheduled between Oct 7 and Oct 18, were postponed citing unavoidable reasons, a media statement said.

The examinations were cancelled following allegations that the written test question paper for the 33rd BCS had been leaked and were available at the Dhaka University campus at a price of Tk 500,000.

Allegations also had it that the question papers were available on sale at a number of other educational institutions.

PSC considered the allegations as rumours, but did not take any risk and cancelled the examinations finally a day before it began.

The media statement said its decision was taken at the last moment for relieving aspirants of any confusion during the tests.

Newspaper reports on the rumours of the leak and information from the government intelligence were verified before taking the decision, the statement added.

The PSC said it, however, encouraged all to supply information, data or any evidence for stopping the business of forging question papers.

The PSC on June 28 published the preliminary test results of the 33rd BCS Examination, with a total of 28,917 candidates qualifying for the written tests.

Around 193,000 jobseekers attended the first round at 142 centres on June 1.

The Commission on Feb 29 advertised the 33rd BCS exams to fill 4,206 government posts.

However, PSC Exam Controller AEM Nesaruddin on Wendesday denied such reports and said that it was just rumor.

"There is no way of leaking question as there are several versions of it and they select the version to take the exam only 15 minutes before the exam start."

PSC wants BCS quota rule eased

Posted by bangladesh

Bangladesh Public Service Commission (PSC) has proposed launching a simpler quota system arguing it is not possible to select eligible candidates fairly under the current quota system.

According to the annual report of the PSC for 2011 presented in Parliament on Sunday, the implementation of the current policy regarding the quota system is 'very much complex, difficult and requires (too) much time'.

"It is almost impossible to select eligible candidates following a 100 percent perfect way for the complexity in the current quota system. It is warranted to simplify the current quota system to select candidates through BCS (Bangladesh Civil Service) examination.

"Otherwise, it is not possible to be free from the complexities to implement the current quota system," the report said.

It proposed appointment of candidates in quotas for freedom fighters, women and small ethnic groups by categorising them nationally. "The complexity will increase if they are appointed on the basis of districts, divisions or size of population."

"Such posts can be distributed among the candidates in line with the merit list," the report said.

PSC Chairman A T Ahmedul Haque Chowdhury told , "Whatever is in the district quota, it should not create any hindrance."

"In many cases, candidates from other quotas get fewer appointments through this [district] quota. As a result, we face problems to meet the conditions of the quota system."

"It becomes difficult to select eligible candidates," he added.

In the current quota system, freedom fighters' sons, daughters, grandsons and granddaughters get 30 percent, women 10 percent, small ethnic groups five percent and those under district quota get 10 percent jobs in the civil service.

Of the 6,455 people appointed through the 27th, 28th, 29th and 30th BCS examinations, 1,145 were appointed from freedom fighters' quota, 897 from women's quota, 61 from small ethnic groups' quota and 960 from districts' quota, the report said.

The PSC also proposed increasing the age limit of candidates of the posts of assistant professor, associate professor and professor of government colleges.

"Most of the eligible teachers of the government colleges cannot apply for the posts due to the age limit," the report said.

30 percent women in past five BCS

According to the PSC report, 10,581 people were appointed through the past five BCS examinations (26th to 30th BCS).

Of them, 70.05 percent are male and the rest female.

A total of 703 or 66.13 percent male and 360 or 33.87 percent female were appointed through the 26th BCS, 2,417 or 74.62 percent male and 822 or 25.38 percent through the 27th BCS, 1,520 or 69.41 percent male and 670 or 30.59 female through the 28th BCS, 1.232 or 71.54 percent male and 490 or 28.46 percent female through the 29th BCS, and 1,623 or 68.57 percent male and 744 or 31.43 percent female through the 30th BCS.

HC halts BCS exam prep

The High Court on Monday ordered authorities to suspend the process of the 33rd Bangladesh Civil Service (BCS) preliminary test for three weeks and asked why the circular should not be declared illegal.

Following a writ petition filed on Sunday by 20 candidates who applied online but did not get admit cards, the bench of justices Farid Ahmed and Sheikh Hassan Arif issued the orders.

"According to the High Court order, all sorts of activities of the 33rd BCS will remain halted for three weeks," petitioners' lawyer A K M Fayez told bdnews24.com.

"The court wanted to know why the BCS circular with the condition of online application only should not be declared illegal," he said.

The court also asked why the Public Service Commission (PSC) would not be given directives to allow the applicants, who did not get their admit cards, to sit the test slated for June 1.

The court ordered the PSC chairman, Cabinet secretary, PSC's examination controller and Teletalk chairman to respond in one week.

"We told the court that the deprived applicants are at no fault. They applied in proper time. They cannot be deprived for the problem in Teletalk server. They did not get recourse even after appealing to the PSC chairman," Fayez said.

"In line with law, applications with the process to fill up online forms do not give everyone equal opportunity, which is contradictory to Section 29 of the constitution. The Section says everyone will have to be given equal opportunity in appointments," he added.

On Feb 29, the PSC published the circular for the test to fill up 4,206 vacant posts.

Amidst threat by applicants who did not get admit cards to move the High Court, the PSC had announced on Apr 10 that the 33rd BCS preliminary test will be held on June 1.

According to the PSC, 183,627 applicants have applied online from Mar 8 to Apr 7 for the 33rd BCS. This is first time BCS candidates have submitted applications online. The fee for the test was Tk 500.

State-owned mobile-phone operator Teletalk was assigned the task to collect the money submitted by candidates using its SMS service.

Teletalk said money of some 13,500 candidates could not be deposited as the pressure on the server was at its peak in the last two days as 50,000 candidates applied on those days.

The PSC argued that those who failed to submit the fee will not be allowed to take the test as 'the commission had alerted them about the pressure on the server by the end of the deadline to submit applications'.

Hours before the PSC announcement to hold the preliminary test, eight to 10 aspirants who had failed to get admit cards even after filling up online forms at a media conference threatened to move the High Court if they were not allowed chance to sit the test.

Apart from Fayez, lawyers Mostafizur Rahman and Parvin Hannan stood for the petitioners while assistant attorney general Samarendra Nath Biswas stood for the government.

Applications for cadre service jobs have to be submitted online from the next Bangladesh Civil Service (BCS) examinations, an official has said.

Public Service Commission (PSC) controller of examinations (cadre) I E M Nesaruddin told : "Job applications have to be sent online starting the 33rd BCS examinations. Likewise, admit cards can also be collected online."

"Sufferings of the job aspirants will get immensely with the introduction of online application system," he said.

Nesaruddin said PCS has signed a contract to this effect with public-sector mobile phone operator Teletalk."

The agreement was inked with the consent of the finance minister, he said adding: "Application forms can be filled up through the PSC and Teletalk websites."

The PSC official said there would be instructions for filling up various parts of the forms. Applicant's copy will be seen and each applicant given an invoice number on filling up the form.

"The applicant can pay the exam fee through Teletalk mobile phone using the invoice number. Once the fee is paid, the aspirant will get a registration number. Then the applicant can download admit card using the invoice and registration numbers."

If anyone loses the admit card, it can be downloaded again, Nesaruddin said.

He hinted that circular for the 33rd BCS exams could be published late February or early March.

The PSC official said colour photos of the examinees would be affixed to the attendance book apart from the admit cards.
